Chicago’s Proposed Budget for FY2025 does not account for the loss of COVID-era funds supporting GBV services and survivors. However, Mayor Johnson and City Council have the tools to amend the proposed budget and make sure that survivor services don’t fall off the funding cliff. We urge the mayor and city council to increase the existing Domestic Violence Homeshare Tax from 2% to 4% to mitigate the funding shortage and provide crucial housing and supportive services to survivors. This is a specific hotel tax surcharge assessed on vacation rentals, such as AirBnbs, and can fill the budget gap in social safety net funding for survivors. The Domestic Violence Co-Location Program (DVCLP) is an innovative and collaborative program aimed at building the systemic capacity of the Illinois Department of Children and Families (DCFS) to effectively respond to families experiencing domestic violence and meeting the needs of families experiencing both domestic violence and the child welfare system. For the last day of #DVAM, we’d like to uplift and celebrate the dedication of organizations working with #GBV survivors. Our latest #MeasuringSafety2023 report on Gender-Based Violence Services in Illinois interviewed some of our member organizations based on data found in the report: ?? In 2023, most clients (84%) identified as female with 16% of clients reporting as male and <1% reporting as transgender, non-binary, or another gender identity. However, #GBV?often goes underreported among men and the LGBTQIA+ community. ??Thousands of survivors seek services in non-English languages each year, making language access a common barrier for survivors seeking support. In 2023, well over three-quarters of survivors sought services in Spanish. ??Research shows #GBV?disproportionately impacts people of color, but these communities also face additional barriers to accessing services. In 2023, the majority of clients with known race were people of color (56%), while the single largest plurality of clients identified as White Non-Latino/ Caucasian (44%). ??In 2023, shelter services were among the top 10 most received domestic violence services by survivors. ??In 2023, the most received service among domestic violence program clients was civil legal advocacy to file for orders of protection, which was provided to more than 23,000 clients or nearly half (47%) of the entire client pool.
