Chad Roscoe started at the very bottom. Mowing parkways. Painting hydrants. Doing whatever needed to be done. But I wasn’t content with just doing the work—I wanted to understand it. Even if I didn’t grasp how budgets worked or how small government functioned, I made it my mission to learn. I watched board meetings. I sat in on every discussion I could. I soaked it all in. And over time, I worked my way up. I didn’t have an administration degree. I didn’t come from a corporate background. What I did have was hands-on experience and the respect of my team. Because I would never send someone to do a job I hadn’t done myself. I would never ask someone to climb a water tower I hadn’t climbed. I would never expect anyone to go into a hole I hadn’t already been in. That’s leadership. Working in small municipalities means I’ve done it all.
