Older adults who are dually eligible for both Medicare and Medicaid have many characteristics in common with “Near Duals” - people who are eligible for Medicare but fall just short of qualifying for Medicaid. New insights from NORC at the University of Chicago and The SCAN Foundation find that older adults who don’t qualify for Medicaid assistance are forced to go without needed long-term services and supports (LTSS). They experience poorer health outcomes and quality of life as a result. The SCAN Foundation and NORC hope this new research informs and elevates recommendations for policymakers to increase access to long-term care for those who need it but lack necessary resources. Together, our organizations convened leaders in the health and aging sectors to identify potential solutions. Among the resulting recommendations: - Develop a pathway for a new home- and community-based services benefit under Medicare to ensure more low-and middle-income older adults can get the care they need, - Expand Medicaid eligibility requirements to broaden the reach of existing LTSS services to more older adults, - Expand the scope and eligibility of home modification programs that assist with tasks like wheelchair supports to help older adults remain in their homes, and, - Strengthen national, flexible funding for community services older adults depend on like community clinics and resource banks. In partnership with Generation, we set out to answer this question, surveying 4,000+ hiring managers and workers across the U.S. and Europe.? ? Our key findings highlight the opportunity - and the challenge - facing this vital segment of the workforce: ? 15% of workers ages 45-65+ say they are currently using AI tools at work ? Older workers bring invaluable experience and judgment to AI adoption, enhancing its impact ? Millions of older adults are unable to afford the care needed to age well in their own homes. Ideas proposed today by VP Kamala Harris could help older adults—and their caregivers—ensure they receive the care they need in the setting they want. This is especially important for the millions of low- and middle-income older adults who cannot afford long-term care on their own, but currently don't qualify for government help.
