To better understand how to expand broadband networks, Pew interviewed policymakers, utility pole owners, internet service providers, and others to learn about the challenges they’re facing. One key theme: The process of attaching new cables to utility poles is one of the primary concerns threatening such projects. Navigating complicated permitting and approval processes can be costly and timely. One key solution: Increasing capacity to speed up permitting. Some states—including Alabama, California, and Maine—are running technical assistance programs to help local communities navigate the entire process. Others—such as Kentucky—are setting emergency rules to standardize faster response times to permit requests for new cable to be attached to utility poles. We’ve put together a guide for state legislators to troubleshoot the permitting processes behind broadband network expansion projects. Link in comments ??

Methadone saves lives, but only if patients can get it. That's the message from my Pew colleague Frances McGaffey in her new op-ed for Governing, which is all about how states can curb their addiction crises through making treatment more flexible and accessible. Even after COVID-era evidence showed such reforms are feasible and safe, too many states and clinics require patients to jump through hoops to get the care they need. We need better policies in debt collection lawsuits around the country. But these policies need to be paired with a court system that actually implements them. The courts should be playing a vital role in improving participation in these cases and making sure that only valid cases reach a judgment, but too often they are not. A Debt Lab study in Connecticut looked at 88 debt collection cases to see if they had the required documentation to receive a judgment, and according to their research, none of those cases met the requirements. Policies like requiring documentation of the debt are good and every state should have these requirements, but if the courts are not looking at these cases, it won't have the right impact.
