"If the National Environmental Policy Act is going to be significantly changed every four years, that raises huge uncertainty for project developers,” said Herrgott, now president of the Permitting Institute. “There’s a chilling effect on developers’ ability to put capital at risk, because you don’t know where you’re going to be several years from now. I am advising developers to hire fortune tellers along with their team of attorneys and technical staff,” Herrgott said. “They’re going to need it.”
