The latest M23 offensive backed by Rwanda in Eastern DRC escalates a conflict, which has caused over 6 million deaths since 1996, and engendered a grave humanitarian crisis, leading to at least 3,000 deaths in Goma and displacing over 700,000 people in the last two months. The war is largely driven by the illicit extraction of eastern DRC’s minerals and the demand from multinational companies and governments of the global North. DRC/INDIGENOUS RIGHTS ?? We are seriously concerned by a recent Provincial Decree which may legitimize violence against the Batwa indigenous peoples in and around the Kahuzi-Biega National Park in the Democratic Republic of Congo. We fear that this order’s indiscriminate prohibition of all individuals including the Batwa Indigenous Peoples, will be used to legitimate violence against their communities in and around the PNKB. With Forest Peoples Programme, Rainforest Foundation UK, Amnesty International and the Indigenous Peoples’ Law and Policy Programme, we?urge the Government of South Kivu to adopt a more inclusive and participatory approach to addressing environmental and security challenges in the PNKB.
