Imagine a world where your spouse says “I need someone to come work on our yard”, then imagine the county telling you that you’re required by law to put out a solicitation for said yard work. Then, you had to evaluate each yard worker’s cost, price, past performance, and technical execution. You had to use colors and provide these criteria openly or else the county will fine you and make you start over.
