Japan’s ???? additional contribution of USD 5 million to the Fund for Responding to Loss and Damage (FRLD), on top of the initial USD 10 million it had pledged at #COP28, on 17 March 2025, brings the Fund's total to USD 765.59 million. ???A figure that still pales in comparison to the estimated USD 395 billion ?? needed in 2025 to support communities on the frontlines of the #ClimateCrisis. The actual amount contributed to date totals just USD 370.20 million—less than half of what was pledged. ?? ?? Wealthy, high-emission countries ?? continue to dodge their legal and moral duty to pay for the harm they have caused. This injustice must end. It’s time to just #FillTheFund!

We are a network of over 300 practitioners, researchers, activists, creative practitioners and decision-makers from both the global North and South working together to ensure that vulnerable developing countries, and the vulnerable people and communities within them, have the support they need to address climate change-related loss and damage. To achieve our aim of ensuring that vulnerable countries, communities and people have the support they need to address loss and damage we: - Do Advocacy and outreach to key stakeholders and political influencers to raise awareness of the importance of scaling up finance for addressing loss and damage and ensuring it gets to the vulnerable people, communities and countries who need it most. - Undertake research and develop policy briefs and background papers on critical issues. - Organise events to raise awareness and increase ambition, particularly on finance for Loss and Damage. Our work includes thematic working groups on advocacy and outreach, finance for Loss and Damage and operationalising the Santiago Network on Loss and Damage under the UNFCCC’s Warsaw International Mechanism. We also host the New Generation, a group of emerging negotiators from vulnerable developing countries as well as the Loss and Damage Youth Coalition (LDYC). We work virtually, holding regular calls and workshops to share updates and information with the ultimate objective of driving the Loss and Damage agenda.

The?Guiding framework?presents an overarching approach, with values and actions for driving inclusive, transformative climate action. ?? ??USEFUL INFO: The first annual High Level Dialogue (HLD) on Coordination and Complementarity, co-convened by the Fund for responding to Loss and Damage (FRLD) and the United Nations Secretary-General will take place on the 23rd of April on the margins of the The World Bank / International Monetary Fund Spring meetings in Washington D.C. ??Here is what we know so far about the HLD and what we expect! ?? ??What do we know about the HLD? ??The latest version of the concept note for the HLD (dated 05/12/2024) was shared during the fourth meeting of the Board of the Fund in Manila in the Philippines. This marks 10 years since Saúl Luciano Lliuya, a Peruvian farmer, sued Germany’s largest electricity producer, RWE. His community in Huaraz faces a catastrophic flood risk due to glacial melt exacerbated by climate change. Saúl demands that RWE contribute to the cost of protecting his hometown—in proportion to its role in causing the crisis. ?? ?????? ?????????? ??????????: While German law lacks specific climate liability provisions, the Civil Code’s “neighborhood section” offers a potential path to accountability: “???? ????? ????????????????? ???? ???????????????????? ??????? ???? ?????????? ????????? ??????? ?????????????? ???? ?????????????????? ???? ????????????????????, ????? ?????????? ?????? ?????????????? ????? ?????????????????? ???? ???????????? ????? ????????????????????????. ???? ????????????? ?????????????????????????? ?????? ???? ???? ????????????, ????? ?????????? ?????? ???????? ?? ????????????????????? ????????????????????.” The Court has already acknowledged that, due to the global nature of climate harm, this law could tentatively apply to a German company’s impact as far as in the Andes. ?? ?????? ???????? ??????????????: The Court must decide whether polluters can be held legally accountable for the climate damage they helped create. If the Court rules that polluters can, on principle, be held liable under tort law, this would set an influential precedent that could inform cases across the world. In fact, there are at the moment 43 pending cases demanding financial redress for climate harm. ??? ???????? ?????? has driven accountability before—from Big Tobacco to asbestos. It’s only a matter of time before fossil fuel companies face the same reckoning. The Human Rights and Climate Change Working Group and The Loss and Damage Collaboration joined efforts to submit input on #FossilFuels and #ClimateHarm or #LossAndDamage for UN Special Rapporteur on Climate Change Elisa Morgera's upcoming report on the Fossil Fuels-Based Economy and Human Rights. The submission highlights 6 key messages: 1?? Fossil fuels and the failure to phase them out at the pace required by science are the number one cause of climate-related loss and damage 2?? Fossil fuels and loss and damage are inextricably linked to conflict and militarization 3?? States have the obligation to phase out fossil fuels in order to avert and minimize loss and damage 4?? The phase-out of fossil fuels must happen through a just and human rights-based transition 5?? Those harmed by the fossil fuel-driven climate crisis have a right to remedy and reparations 6?? RWE case ?? ??Peruvian farmer and mountain guide Saúl Luciano Lliuya’s landmark climate lawsuit against German energy giant RWE reaches a pivotal moment next week. On March 17 and 19, the Higher Regional Court of Hamm, Germany, will assess whether RWE can be held partially responsible for the flood risk ?? threatening Lliuya’s hometown of Huaraz, due to the rapidly expanding Palcacocha glacial lake. This case could set a significant precedent for corporate accountability in #climatechange. ??Big polluters must be held accountable and they must pay for the #LossAndDamage they have caused!
