“Upon arrival in Madrid in summer 1978, I was informed that a major ‘Country Plan’ objective was to persuade the post-Franco government of the need to combat communism by joining #NATO. “Given the public’s skepticism, one way to accomplish that goal was to introduce influential representatives of the media to what came to be known as NATO tours.
