The Captive Advantage (TCA) provides innovative insurance solutions for human and social services organizations. We offer unique benefits that help members manage risk, improve efficiency, save money, and better serve individuals in their care and the communities. This Spotlight is with Tammy Mello, President & CEO of The Key Program, Inc. Q: Tell us about The Key Program. Tammy Mello (TM): We provide a continuum of services specifically for children, youth, and families that includes a full range of trauma-informed, community-based and residential supports. Our residential models such as group homes and intensive treatment residences provide safe, culturally sensitive support for young people who’ve been placed outside their home of origin.?? We also operate a children’s behavioral health clinic and the Children’s Charter trauma clinic. Our focus is always to find innovative ways to support young people and their caregivers, most of whom have experienced some kind of trauma. Q: How does TCA support the work you’re doing?? TM: Being a TCA member brings us together with other organizations facing similar challenges so we can collaborate and brainstorm new strategies to ensure we maintain health and safety for our clients and staff. As a human services agency, there’s always risk and TCA has instilled the importance of critical thinking related to risk mitigation, including utilizing TCA resources. Working with TCA provides us with the tools we need to guide our decision making related to operations, policy, and program development. Q: What is the single most important benefit of being a member of TCA? TM: The financial dividends are a top benefit, but even more significant are the incredibly valuable interactions and conversations we have with colleagues from other organizations. The Risk & Loss Committee has been really pivotal. Maureen does an amazing job when someone is struggling with a particular issue by reaching out to other members for ideas and solutions. In our case, often the specifics that others bring may not completely apply to the needs of the young population we work with, but being able to hear what others are doing helps us take the idea and tailor it to our needs.? We’ve been working with TCA to really focus on physical plant safety and quality assurance. Recently, the Key Program was moved out of the “assigned risk” pool for workers compensation (a designation carrying a higher-level risk and higher premiums). I attribute this shift to working with TCA. Q: What is it like working with TCA? TM: TCA is always very responsive and helpful. They listen and understand our needs and the unique position we are in with the population we serve. I also really appreciate that Robert works very hard at vetting organizations who are looking to become part of TCA to ensure they are as committed as the rest of their membership and not going to increase risk for the larger group. I honestly can’t think of a thing they could do better.

Celebrating Developmental Disabilities Awareness Month (DDAM) 2025 Campaign — “We’re Here All Year.” The Captive Advantage is participating with the National Association of Councils on Developmental Disabilities (NACDD) in the month of March to raise awareness about including people with developmental disabilities in all facets of community life. We hope to create awareness of the difficulties that people with disabilities still face in fitting into the communities in which they live. The annual campaign highlights how people with and without disabilities come together to form strong communities. NACDD’s 2025 theme, We’re Here All Year, emphasizing that community, accessibility, and opportunities for people with developmental disabilities should be recognized and championed every day—not just in March.? This month reminds us that individuals with developmental disabilities are valuable members of our communities and deserve full participation in all aspects of life, including education, employment, recreation, and civic engagement. Through the “We’re Here All Year” campaign, NCADD wants to share that people with developmental disabilities are working, going to school, volunteering, and participating in their community – just like all of us. When they are engaged and involved in their local community, it is a win-win for everyone. Part of the national campaign, NACDD is seeking photo submissions to show everyday life of individuals with lived disability experiences across the country. Individuals with lived experience are encouraged to submit one (1) photo of themselves in the community – whether it is getting a coffee, going to work, hanging out with family or friends, etc – and telling us the story behind the photo. Submissions are being accepted till March 31, 2025 and will be unveiled in an online photo gallery later this spring.? March marks Developmental Disabilities Awareness Month (DDAM), an opportunity to recognize and reflect on the experiences of people with developmental disabilities and their family caregivers. Developmental disabilities encompass a group of conditions that affect physical, learning, language, or behavioral development. These conditions include autism spectrum disorder (ASD), Attention-Deficit/Hyperactivity Disorder (ADHD), Intellectual Disabilities, Learning Disabilities, Cerebral Palsy, Down Syndrome, Epilepsy, Language Disorders, and Sensory Disabilities such as hearing loss and vision impairment. Disabilities Awareness Month promotes inclusion, equity, and understanding while raising awareness about the barriers faced by individuals with developmental disabilities. It's also a chance to celebrate their achievements and potential, acknowledge progress in the field, and strengthen advocacy within caregiving communities. Over six million Americans are said to have developmental disabilities. It is estimated by the Center for Disease Control and Prevention in the U.S. that as many as one in six kids (17%) can be dealing with developmental disabilities. The month aims to promote understanding, acceptance, and inclusion for individuals with developmental disabilities. Some ways to celebrate DDAM include: ?? ?Learning about different types of developmental disabilities ?? Supporting organizations that serve people with disabilities ???Attending events and workshops ???Advocating for policies that improve the lives of people with disabilities ?? Wearing the official color of DDAM, which is orange TCA Members who provide Developmental Services include: Advocates Arc GLOW Bay Cove Human Services Brevard Achievement Center Bridgewell Center for Human Development (CHD) Heritage Christian Services North American Family Institute, Inc. The Captive Advantage celebrates the accomplishments of Susan Stubbs for her 44 years as president and CEO of ServiceNet. Her compassion, dedication, vision and entrepreneurial approach to human services has transformed the industry. On behalf of our members, we wish Sue all the best on her next journey in life. Sue presided over ServiceNet’s growth in 1980 from 25 employees and an annual budget of under $1 million to an organization with more than 100 programs, employs more than 1,900 staff members and has an annual budget of close to $110 million. In 1983, ServiceNet opened homeless shelters under the name Valley Programs. It was the beginning of a new organizational culture, one that Stubbs would continue to foster over the next 40 years. ServiceNet’s range of services has expanded to include residential and day programs for people with mental illness, developmental disability, autism, and brain injury; outpatient behavioral health clinics; addiction services; vocational services; shelter and housing programs; children’s services; and more. Some of the many ServiceNet innovations under Sue’s leadership: 1983 – Expands services to include shelter and housing for homeless individuals and families. 1991 – Merged with Northampton Area Mental Health Services. 1994 – Opened its first Development Disabilities (DDS) Group Home, providing intensive residential programming for individuals with developmental disabilities and mental illness. 1995 – Merged with Franklin/Hampshire Community Mental Health Center to become ServiceNet. 2003 – Expands outpatient mental health services by assuming responsibility at Baystate Franklin Medical Center. 2009 – Merged with Meridian Associates and acquires residential addiction recovery programs from Baystate Franklin Medical Center. 2010 – Established Prospect Meadow Farm in Hatfield, the first of three working farms — staffed by individuals with developmental disabilities or autism. 2011 – Initiated the first of two Acquired Brain Injury (ABI) Program centers for people with brain injury, providing intensive rehabilitation services (a model that has become a Massachusetts standard). 2015 – Launched the Prevention and Recovery in Early Psychosis (PREP) program, an intensive, evidence-based day program for young people, to speed recovery and help prevent chronic mental illness. 2016 – Became the first mental-health agency in Massachusetts to adopt integrated electronic medical records. 2018 – Opened Living in Recovery, a peer-driven community for people in all stages of substance use recovery. 2020 – Opened Certified Community Behavioral Health Clinics (CCBHC).
