SPOTLIGHT ON STAFF: CLARENCE MCDOWELL A DEDICATED DSP AT LAVENDER FIELD APARTMENTS Clarence McDowell has been a cornerstone of the Lavender Field Apartments team since it opened 2.5 years ago. As a part-time second-shift Direct Support Professional (DSP), Clarence’s passion for his work shines through in his interactions with both residents and staff. “I love working here,” he shares. “I like the staff and absolutely love the residents.” One resident, Charlie, eagerly waits for Clarence outside the building each week when his shift starts. “He knows my schedule!” Clarence laughs. A typical Monday for Clarence includes taking residents to pottery class at the JCC, followed by a grocery shopping trip. On weekends, you can often find him taking a group out for breakfast at Dunkin’ Donuts or the International House of Pancakes—special outings that bring joy to everyone involved. During the week, Clarence works full-time as a local truck driver for Maine Oxy in South Windsor, delivering gases, a role he’s held for four years. Before that, he spent thirteen years delivering milk for Guida’s Dairy in New Britain until COVID-19 disrupted the dairy industry. When asked how he learned about Favarh, he said his daughter, a former Favarh assistant manager, encouraged him to attend a job fair, leading him to discover his role as a DSP. Clarence lives in Manchester with his wife of 20 years, Christie. His family includes four grown children. When he’s not working, Clarence enjoys resting or tagging along with Christie on her shopping trips. His dedication to family, community, and the residents at Lavender Field Apartments exemplifies the spirit of Favarh. Thank you, Clarence, for your commitment and care! As the Executive Director of the Arc of the Farmington Valley (Favarh), an organization dedicated to supporting adults with intellectual and developmental disabilities, I am deeply concerned by ProPublica's recent reporting on UnitedHealth's internal strategy to limit access to Applied Behavior Analysis (ABA) therapy for children with autism. ? Our organization's decades of experience supporting adults with autism and other intellectual disabilities has shown us firsthand the critical importance of early intervention and consistent therapeutic support. The documented strategy to deliberately reduce provider networks and restrict access to medically necessary care is not just shortsighted—it threatens the long-term wellbeing and independence of thousands of children with autism. ? The implications of denying appropriate levels of therapy extend far beyond childhood. At Favarh, we see daily how early intervention and sustained support services can dramatically impact an individual's ability to live independently, maintain employment, and participate meaningfully in their community as adults. Conversely, we also witness the increased challenges faced by those who lacked access to appropriate therapeutic support in their formative years. ? UnitedHealth's apparent decision to prioritize short-term cost savings over the documented medical needs of children with autism is particularly troubling given their role in administering Medicaid plans for our nation's most vulnerable populations. The company's internal acknowledgment that ABA therapy is the "evidence-based gold standard treatment" while simultaneously working to restrict access to it reveals a concerning disconnect between medical necessity and business strategy. ? While we acknowledge the financial challenges associated with providing comprehensive care, the solution cannot come at the expense of those who are most vulnerable. Reports suggest that UnitedHealthcare’s actions—terminating providers, imposing arbitrary restrictions, and scrutinizing care through "rigorous utilization management"—prioritize cost-cutting over the well-being of children with autism. This approach contradicts the federal mental health parity law, which mandates equal access to mental health and physical care, and undermines the moral obligation to support individuals with disabilities. ? We urge UnitedHealthcare and other insurers to reconsider these policies and engage with autism and disability advocates to develop solutions that balance financial sustainability with equitable access to care. ? Favarh stands in solidarity with families, clinicians, and advocates who are fighting for the rights of individuals with autism to receive the care they deserve. ?
