TMCA, Inc., is a professional organization dedicated to providing an educational and professional development program for novice and experienced Texas city clerks. Our principal missions are to motivate Texas city clerks and city secretaries to become leaders in their fields of governance (established by Article 1000 [Section 22.073 Local Government Code], Civil Statutes, State of Texas) and to provide an educational program for the beginning and career city clerk and city secretary to meet the highest standards of functional competence and ethical sensitivity. TMCA's Texas Municipal Clerks Certification Program offers enrollees the opportunity to earn the Texas Registered Municipal Clerk certification (recognized in 1985 by the State of Texas with House Bill 2092). TMCA also publishes reference and legal manuals for Texas city secretaries, holds educational seminars, supports education and networking opportunities for city secretaries, and much more.

City Secretary Tina Stewart, TRMC, City of The Colony and City Secretary Aimee Nemer, TRMC, City of Richardson presented to the UNT Master of Public Administration course - Local Government Management course taught by Dan Johnson. They covered topics such as the essential responsibilities of a City Secretary, government structure, council relations, professional development within the role, and more! The UNT/MPA Adjunct Instructor Dan Johnson had only great things to say about the presenters, stating: “Aimee & Tina were a great presentation team - and superb ambassadors for the vital City Secretary/Clerk profession! They developed a great presentation and team-delivered a packed hour of great information.”

Lee Woodward, TMCA Immediate Past President, held the City of La Porte’s first ever Citizens Election Academy in February. It was a huge hit with the participants. The City Secretary’s Office worked hard to show how the City of La Porte conducts secure and accurate elections for the City. A Citizens Election Academy is designed to educate and engage the public about the electoral process, election law, and the importance of voting. Participants typically learn about voter registration, conduct of mail and in-person voting, roles of election officials, and how votes cast become the official decisions of a resident population. The goal is to promote civic participation by providing citizens with a deeper understanding of how to effectively participate and ensure safe, fair, democratic election processes conducted with integrity and accuracy in their communities.
