Hosted by Texans for Responsible Marijuana Policy With support from sponsors and coalition partners, Texans for Responsible Marijuana Policy hosts this policy conference annually. Texans for Responsible Marijuana Policy is a broad coalition of organizations, individual advocates, and community leaders dedicated to promoting honest, fact-based dialogue regarding marijuana use and the negative effects of criminalization. Our annual Texas Cannabis Policy Conference will be hosted at Texas A&M University, September 12th - 14th, allowing for meaningful connections between attendees, presenters, and sponsors. Speakers will include legislators, regulators, attorneys, healthcare professionals, researchers, academics, veterans, patients, and other advocates. Presentations and panel discussions will cover an array of topics relating to cannabis and public policy.

Speaker Session: State Cann@bis Regulation, Enforcement, and Accountability. Moderated by Heather Fazio, this session will delve into state policy with a comparison between the regulations for the Compassionate Use Program and the hemp program. We'll explore how these regulations are (or are not) being enforced and discuss the importance of proper regulatory enforcement in ensuring accountability and consumer protection. Speakers include Katharine Harris, PhD from the Baker Institute at Rice University and cann@bis attorneys Andrea Steel and Susan Hays. Join us to understand the critical role of state regulation and enforcement in the cann@bis industry and how it impacts consumer safety and industry integrity. Speaker Sessions: Expunction and Non-Disclosure in Texas Expunction and non-disclosure are legal processes that can remove or hide certain criminal records from public view, depending on the type and outcome of the case. This informational session presented by the Justice Reform Foundation will teach you how to seal and/or expunge your own criminal record in Texas, or how to assist others who need this service. You will learn about the eligibility criteria, the legal process, the benefits and limitations, and the resources available for expunction and sealing in Texas. This session will be particularly helpful for those looking to expunge their own records, pre-law students and law students who would like to volunteer in future expunction drives, and practicing attorneys* who want to learn how to file expunction or non-disclosure petitions for clients. The Justice Reform Foundation is a Texas non-profit criminal justice reform organization dedicated to providing resources for those facing criminal charges or trying to get back on their feet post-incarceration. Keynote luncheon w/ Senator José Menéndez. Senator José Menéndez has been a champion for medical cann@bis for nearly a decade. He was a co-author of the original Texas Compassionate Use Act in 2015 and has pushed hard for expansion ever since. For Senator Menéndez, this issue is personal. He has family members who benefit from cann@bis and he believes this medicine should be available for all Texans. We agree! And that's why we've been working with him since 2016 when he filed the Texas Senate's first comprehensive medical cannabis bill. He's an ardent advocate for a more inclusive Compassionate Use Program. We are honored to have him joining us for the conference! Senator Menéndez is from San Antonio and currently serves as Chairman of the Texas Senate Hispanic Caucus. He's been appointed to several legislative committees including the State Affairs Committee, which has been tasked with making recommendations on the future of adult-use hemp in Texas. Our future is not pre-determined. This conference aims to offer the tools and relationships necessary to make a real impact on our state's nascent industry. Speaker Sessions: Testing, Recalls, and Accountability for Consumer Protection This session will discuss the unethical practice of lab shopping and ways to hold bad actors accountable through data and effective state regulation and features experts Yasha Kahn, Lee Rhoades, Peter Stout. Yasha Kahn, whose focus is on policy and data science, emphasizes data-informed approaches to regulating laboratories and protecting consumers nationwide. Lee Rhoades is the Chief Science officer for the Oklahoma Medical MJ Authority and in charge of the lab department responsible for monitoring lab testing and compliance. Peter Stout, PhD, head of the Houston crime lab, will share his firsthand experience on how testing cann@bis products from criminal cases diverts valuable resources from victims of real crime. This session will highlight the importance of providing adequate resources for regulatory agencies to ensure accountability and consumer safety in the cannabis industry. Moderator: Susan Hays. The presentation highlights the scientific methods used to ensure potency, consistency, and safety. It also addresses practical challenges, including state-specific regulatory compliance and quality control, offering insights into the complexities of bringing medical mj from raw material to finished product for Texans. Eric Evans has a B.S. in Chemistry from Kennesaw State University and has spent 8 years in the cann@bis field. He oversees all aspects of post-cultivation product creation and consistency to ensure goodblend provides high quality medicine to Texans. We look forward to seeing everyone on Thursday!
