The Texas Department of State Health Services (DSHS) released an update today on the West Texas measles outbreak. Here are the key numbers: ? Total outbreak case count: 309 ? Unvaccinated or of unknown vaccination status: 307 ? Cases under 18 years old: 232 Additionally, there are now eight scattered cases not associated with the outbreak. DSHS is releasing updates each Tuesday and Friday. The agency is also referring hospitals and other stakeholders to its new Measles Outbreak in Texas webpage, which includes a link to an informational page for schools: https://ow.ly/nrP650VmvEu

The Centers for Medicare & Medicaid Services has proposed a rule to change several existing standards for enrollment in the federal Health Insurance Marketplaces, including removing Deferred Action for Childhood Arrivals recipients from the definition of “lawfully present,” and thus excluding them from Marketplace plans. Other pieces of the proposal include closing the monthly special enrollment period to people with a household income below 150% of the federal poverty level; requiring Marketplaces to re-institute pre-enrollment eligibility verification before a special enrollment period; and shortening the annual open enrollment period for individual coverage. CMS said the proposed changes are “designed to stabilize the risk pool, lower premiums, and reduce improper enrollments with a goal of improving health care affordability and access while maintaining fiscal responsibility.” A comment period to weigh in on the Marketplace Integrity and Affordability proposed rule is now open through April 11. The federal funding package passed last weekend to avoid a government shutdown once again staved off a doomsday for several key hospital priorities. The continuing resolution passed by lawmakers runs through Sept. 30. The official beginning of three years of Medicaid Disproportionate Share Hospital cuts, carrying a devastating impact to Texas hospitals of about $2.3 billion, is now postponed until that Sept. 30 date. The funding package also continues two key rural add-on payment programs through the same date, as well as the federal hospital-at-home program and COVID-19-era flexibilities tied to telehealth. The funding resolution can be viewed below. THA will continue advocating to scrap the Medicaid DSH cuts outright, and to make the two rural payment programs, telehealth flexibilities and hospital-at-home all permanent.
