  • Industry News: New CDL Drug & Alcohol Rule Could Reshape Trucking Starting November 18th, a new federal rule, Clearinghouse II, aims to improve road safety by revoking driving privileges for CDL holders with unresolved drug or alcohol violations. Based on Federal Motor Carrier Safety Administration (FMCSA) data, this could impact nearly 200,000 truck drivers nationwide. Under the rule, drivers with violations will be banned from performing “safety-sensitive functions,” including driving, until they complete FMCSA’s Return-to-Duty (RTD) process, which includes education, treatment, and testing. KEY POINTS TO WATCH State Implementation Matters: Each state has 60 days to process the CDL downgrade once notified by FMCSA. Variations in state laws on driver privacy and licensing could affect how these downgrades are recorded and enforced. Safety Impact: Experts believe the rule will enhance safety by ensuring unfit drivers are sidelined until they meet the requirements. Motor carriers will be able to see downgraded licenses when reviewing driver records. Capacity Concerns: The rule could tighten trucking capacity by removing drivers from the market. Some in the industry remain cautious about how effectively the rule will be implemented and enforced. FMCSA: The FMCSA addressed concerns about a potential capacity shortage by explaining that the 60-day period given to state licensing agencies provides sufficient time for approximately 82% of drivers to finish the RTD process before their downgrades take effect. Recycling not only reduces waste but also saves energy, conserves natural resources, and helps reduce pollution. Every item you recycle—whether it’s paper, plastic, glass, or metal—makes a difference in our collective effort to create a cleaner, greener future. Here are some facts about recycling that may surprise you: ? Plastic bags can take up to 1,000 years to decompose. ? The world produces 881.85 billion pounds of plastic waste each year. ? Glass can possibly take more than 1 million years to break down. ? Glass is 100% recyclable and can be recycled endlessly without loss in quality or purity. ? Recycling one ton of paper saves 7,000 gallons of water. ? Americans use 2,500,000 plastic bottles every hour – most of them are thrown away! ? 160,000 plastic bags are used around the world every second. ? Plastic bags have a useful life of about 12 to 25 minutes. ? Plastic bags take from 500 to 1,000 years to degrade. ? Over 260 marine species have been affected by plastic debris. ? Plastic bags are produced using petroleum. ? American businesses use around 21 million tons of paper - with about 750,000 copies made every minute. ? Each ton (2,000 pounds) of recycled paper can save 17 trees, 380 gallons of oil, 1,000–2,000 gallons of gasoline, three cubic yards of landfill space, 4,000 kilowatts of energy, and 7,000 gallons of water. This represents a 64% energy savings, a 58% water savings, and 60 pounds less of air pollution. ? Germany has the highest recycling rate in the world, recycling close to 56% of its waste. ? Switzerland and Austria fine their citizens for not recycling. ? In the USA, only about 5% of plastic waste is recycled, as reported in 2023. ? According to data from the UNCTAD, around 369 million metric tons of plastic were exported globally in 2021, which would require approximately 18.4 million trucks, each carrying 20 tons, to deliver the entire amount, highlighting the massive scale of plastic transported by trucks annually.
