For decades, we’ve tied health insurance to employment, forcing companies to act as health plan administrators instead of focusing on their actual business. Employees get stuck with limited options, skyrocketing costs, and coverage that disappears when they switch jobs. Meanwhile, employers face ever-increasing costs and compliance headaches, all while trying to offer a “one-size-fits-all” plan that doesn’t actually fit most people. This model doesn’t work. It stifles competition, limits choice, and locks millions of Americans into jobs just to keep their health insurance. That’s why we’re excited to see the growth of ICHRAs, and to support employers who are moving to them. ICHRAs flip the script by giving employees real choice — a defined contribution from their employer to buy the health plan that works best for them. Employers get predictable costs and simplicity, while employees get flexibility and portability. Download the full report here: https://lnkd.in/gTb5Awys ICHRA is a potentially transformative way for employers to control runaway healthcare costs. The ICHRA market is growing at around 60% year-over-year, with the most rapid growth in the large employer segment, and we argue that next few years will be critical in determining whether ICHRA takes hold among jumbo employers or remains a niche SMB product.? ? Bailey has assembled what we believe to be the most comprehensive analysis on the market – including proprietary profiles of all key ICHRA administration companies and perspectives from carriers, brokers, employers, and other stakeholders. Key takeaways: There are three main narratives for why ICHRA is a compelling product: the elevation of consumer choice in health insurance, the transition from defined benefit to defined contribution, and the opportunity to build a renewed focus on the underserved small employer market. Several key ICHRA players will come to market with funding rounds in 2025, likely at elevated valuations. By the beginning of 2026, at least three to four ICHRA companies are expected to be breakeven or profitable with revenue in the tens of millions. The ICHRA market is small, serving around 500,000 to 1 million enrolled employees, but ICHRA is beginning to penetrate the jumbo employers starting this year. Over the next few years, numerous interrelated factors, including regulatory changes and the approaches taken by carriers and brokers, will determine whether ICHRA growth accelerates or stagnates. Market dynamics vary significantly by employer type. ICHRA's most obvious value lies in supporting small employers that group plans and brokers have underserved, and this segment now has established momentum. The large employer segment is beginning to see explosive growth, but is also fraught with execution risk. Virtually every major carrier is actively working to understand ICHRA and develop a strategy. It is likely that carriers will begin to bring ICHRA quoting and enrollment tools in-house and that some will eventually acquire ICHRA administration companies.
