Research from JAMA Network Open finds that older adults who were eligible for both Medicare and Medicaid during the recent unwinding had little awareness about the process, with many reporting they did not receive any communication about it. The redetermination process may be particularly challenging to older adults who are dually eligible due to their age, health risks and socioeconomic status. These findings demonstrate the critical need to address information gaps that interrupt care access. A study by NORC at the University of Chicago provides a critical look into the impact of Medicaid unwinding on people dually eligible for Medicare and Medicaid: 1. More than 1.6 million dually eligible people lost full Medicaid coverage since the unwinding began in April 2023 2. Only 2% have re-enrolled in Medicaid 3.The number of people who are dually eligible that lost coverage varies widely by state Dually eligible individuals need policies that simplify enrollment so that people who are eligible for the program and stay enrolled. They also need their coverage simplified through improving the integration of Medicare and Medicaid. A blog from the Leonard Davis Institute of Health Economics (Penn LDI) details the challenges people who are dually eligible for Medicare and Medicaid often face and offers recommendations for reforms. “Only about 10% of dually eligible individuals receive Medicare and Medicaid through fully integrated plans that manage benefits and spending across both programs. The rest have largely uncoordinated coverage, with separate Medicare and Medicaid insurance cards and coverage rules that are not harmonized,” writes Senior Fellow Eric Roberts.
