SB 707, meet HB 1420. ?? Another major step toward circularity is here—Washington just introduced a textile EPR bill that will reshape how brands and retailers handle end-of-life textiles. HB 1420 would require producers to take financial and operational responsibility for collecting, sorting, repairing, and recycling apparel, footwear, and accessories sold in the state. Sound familiar? This builds on the momentum of California’s SB 707, reinforcing that circularity isn’t a trend—it’s the future. What this means for brands & retailers: ? Accountability is expanding – If you sell textiles, you’ll need a plan for their end of life ? Retailers, take note – You could be held responsible for products you don’t manufacture ?
