We are thrilled to announce that Governor Newsom has signed our sponsored bill, AB 1907 (Pellerin) into law! This legislation enhances the Child Welfare Indicators Project by incorporating key behavioral health data, like the CANS (Child and Adolescent Needs and Strengths) assessment. This will help the State and Counties make smarter, more informed investments in behavioral health services for child welfare-involved youth. This bill aligns with our Vision 2030 goals of reducing systems involvement for people with behavioral health conditions. In particular, AB 1907 supports foster youth who often face homelessness and interactions with the juvenile justice system. A big thank you to the bill’s author Assemblymember Gail Pellerin,the Legislature, Gov. Gavin Newsom, and the supporters and stakeholders who provided feedback along the way. We'll be submitting a budget request next year to secure resources for its implementation. When voters cast their ballots to pass Proposition 1 in March, it ushered in a new era for mental health and substance use disorder services in California. The two-part measure will direct billions of dollars toward addressing the needs of the state’s most vulnerable populations, including those living in encampments and suffering from severe mental health or substance use issues. To achieve the transformational outcomes possible with this measure, implementation is key. The Biden-Harris administration has finalized a landmark rule strengthening mental health and substance use disorder parity across the nation. This new rule emphasizes accountability, transparency, and improved access to care, ensuring that patients receive timely and fair treatment for mental health and substance use disorders comparable to medical care. The Steinberg Institute was a proud co-sponsor of California's nation-leading parity law, SB 855 (Wiener), alongside The Kennedy Forum. The new rule aligns with California's commitment to behavioral health equity by removing biased decision-making tools and improving accountability for network adequacy. California faces a critical need to expand access to mental health services. One promising approach is through interstate compacts—agreements that allow licensed professionals to practice across state lines with fewer barriers.
