While Modular Open Systems Approach (MOSA) is familiar within the DoD, a new guidebook sheds light on statutes and policies that require it. Implementing a Modular Open Systems Approach in Department of Defense Programs guidebook delivers practical advice on planning, executing, and assessing MOSA. Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) Systems Engineering and Architecture (SE&A) prepared this guidebook. The office works to ensure architectures are modular and open to enhance competition, incorporate innovation, support interoperability, and enable rapid insertion of technology in DoD acquisitions, providing cutting-edge capabilities to the warfighter. STE CFT Innovation

Advancing Brigade-Level Training with STE-SW Soldiers from 1st Armor Brigade Combat Team, 1st Armored Division, in collaboration with U.S. Army PEO STRI, Synthetic Training Environment CFT, TPO-C, and U.S. Army Test and Evaluation Command (ATEC), conducted Brigade Staff Training using (STE-SW) during Soldier Touch Point 5B at Fort Bliss, Tx. Mission Training Complex. After a brief instructional session, and hands-on training with the STE’s Training Management Tool, Soldiers executed Wargaming in support of COA Analysis and reported that the capability was user-friendly, intuitive, saved time, and was effective in supporting their training needs. This Soldier Touch Point was a critical opportunity to collect Soldier feedback while executing the Military Decision-Making Process (MDMP) at the Brigade level. The event assessed the capabilities of TSS/TMT to support a Brigade STAFFEX and constructive training exercise, with Soldier input driving future development across all warfighting functions at the Brigade level. Col William Shoemate, Commander, 188th Infantry Brigade, Fort Stewart, Georgia, presented certificates of appreciation to the Synthetic Training Environment CFT during a recent visit to the birthplace of the STE Mission Planning Toolkit, the Technology Integration Facility here in Orlando. The certificate reads, “In recognition for your partnership and dedication to support the training and development of our National Guard partners. The 188th Infantry Brigade appreciates your commitment to excellence and development of technology in support of our next generation of warfighters. We thank you for your selfless service and consider you a friend and force multiplier for your organization.” ?“In a resource constrained environment, the STE Mission Planning Kit is a force multiplier for 188th Infantry Brigade OC/Ts (Observer, Controller/Trainer) to enable our Army Reserve and National Guard partners understand the operational environment and effectively plan training,” ?Shoemate said. The STE Mission Planning Tool (S-MTP) provides a virtual environment tool that incorporates terrain, tactical behaviors, equipment, semi-autonomous opposing forces and an After-Action Review (AAR) playback and analytic analysis function. Squad Immersive Virtual Trainer (SiVT) 1.2 Phase II Engineering Validation 2 (EV2) User Assessment Participants from the 101st Airborne Division (Air Assault), U.S. Army, U.S. Army PEO STRI, Synthetic Training Environment CFT, U.S. Army Test and Evaluation Command (ATEC), U.S. Army Operational Test Command, Microsoft, and new equipment trainers gathered at Fort Campbell, Kentucky last month for the 1.2 Phase II Engineering Validation 2 (EV2) User Assessment. The SiVT Project Management Office (PMO) collected reliability and stability data on the system. This test serves as the final conditions check, informing the Program Manager’s decision to proceed with the Operational Demonstration. Some observations include: SiVT successfully maintained squad personnel on the network and demonstrated limited outdoor capabilities with enhanced weapons tracking. Soldier feedback was overwhelmingly positive, particularly regarding the After-Action Review (AAR) function. Participants appreciated using SiVT and reported a smooth experience with scenario setup, training execution, and troubleshooting without external assistance. PEO-STRI/STE CFT TIF Collaboration Effort Brigadier General Christine Beeler (MBA, MPA), Program Executive Officer for U.S. Army PEO STRI, recently visited the Synthetic Training Environment CFT Technology Integration Facility (TIF). During the visit, STE CFT leadership, along with key stakeholders from Technology Development (Tech Dev) and Capability Development (Cap Dev), met to discuss the establishment of a unified partnership within the TIF. The inclusion of TSS-TMT and RVCT into the TIF was also addressed. The meeting proved productive, with action items assigned and a plan set to continue discussions in preparation for upcoming VIP visits. Check out the insights and observations from the Live Training System, Soldier Touch Point 10B. Soldiers from the 10th Mountain Division, United States Army at Fort Drum, New York, provided expert feedback to the recent Live Training System Soldier Touch Point 10B taking place at the Maneuver Battle Lab MOUT site at Fort Moore, Georgia. The purpose of STP 10B was to evaluate non-infrastructure networks that could support Home Station training. Soldiers also assessed variants of laser-based direct fire solutions that provide improved capability over currently issued I-MILES, and the assessment of automated digital tools that included casualty cards, exercise planning/control. Additionally, the 120mm mortar and M3 MAAWS TESS prototype were demonstrated, and Soldier feedback was gathered. U.S. Army PEO STRI, Product Manager Training Devices (PM TRADE), conducted the STE-LTS STP along with partners Synthetic Training Environment CFT. The STE- LTS is a Middle Tier of Acquisition (MTA) Rapid Prototyping (RP) program. The overall objective of the STE LTS program is to modernize the Army’s live training capability to support training for Multi-Domain Operations (MDO). The STE-LTS will provide representation of Soldier and weapon capabilities, vulnerabilities, and battlefield effects from the individual Soldier up to the Brigade Combat Team (BCT) level. This includes an appropriately sized and equipped Opposing Force (OPFOR), as well as aviation and Special Operations Forces (SOF) assets.
