The Secretary’s Office of Global Women’s Issues (S/GWI) has a mandate to promote the rights and empowerment of women and girls through U.S. foreign policy. Headed by an Ambassador-at-Large, the office leads the Department’s efforts to empower women and girls in U.S. diplomacy, partnerships, and programs. Women and girls make up half the world’s population. Yet far too often, their voices and experiences go unheard or unheeded. They are underrepresented in the halls of political and economic power and overrepresented in poverty. Barriers from discriminatory laws and policies block the path to progress. The unequal status of women and girls has serious political, economic, and social implications. It can limit the ability of communities to resolve conflict, countries to boost their economies, or regions to sustain peace and prosperity. That’s why the State Department has an office devoted to women’s empowerment. With origins dating back to 1995, the Secretary’s Office of Global Women’s Issues (S/GWI) has a mandate to promote the rights and empowerment of women and girls through U.S. foreign policy. Headed by an Ambassador-at-Large, the office leads the Department’s efforts to integrate women’s empowerment into U.S. policy, diplomacy, partnerships, and programs. As a policy office with a focused portfolio of innovative programs, the office serves as a resource for U.S. diplomats in Washington and around the world. It also leads on the Department’s priorities around women’s equality, including women’s economic empowerment, women’s participation in peace and security, and violence against women.

From Moldova to the broader region, Maria Bumbu Caragia exemplifies what’s possible when women have access to the right support, opportunities, and networks. As a dedicated Board member of AFAM (Association of Women Entrepreneurs of Moldova), Maria has been a driving force for women’s economic empowerment, shaping her entrepreneurial path while inspiring others along the way. Through AFAM, Maria joined the “Strengthening the Entrepreneurial Ecosystem by Networking Regional Women’s Chambers of Commerce and Business Associations” project (WE-Champs), a flagship initiative funded by the U.S. Department of State - Secretary's Office of Global Women's Issues. WE-Champs provided AFAM with critical resources and valuable connections that enabled the association to better support its members, helping them scale their vision, strengthen their leadership, and collaborate with women entrepreneurs across Europe, Central Asia, and Africa. As a pivotal step toward justice and peace, Secretary Blinken today took steps to hold RSF leader Hemedti and his forces accountable for genocide and continuing to violate commitments under international law, the Jeddah Declaration, and the 2024 Code of Conduct from the Advancing Lifesaving and Peace in Sudan. Our office is proud to support the Sudanese women’s persistent advocacy that led to the 2024 Code prioritizing #CRSV and #GBV. The Gender Equity and Equality Action (GEEA) Fund, implemented by USAID and the Department of State, advances the U.S. Government’s development and diplomatic goals by increasing their access to resources, services, and leadership opportunities and by addressing the barriers that limit their ability to participate fully in the economy.?
