The formation of the International Law Section by the State Bar of Texas in 1975 came during a period of significant global change and increasing international engagement for the United States. The 1970s saw the continuation of Cold War tensions between the U.S. and Soviet Union, but also witnessed a thawing of relations as détente policies were pursued. Economically, the decade was marked by stagflation, oil shocks, and the collapse of the Bretton Woods monetary system. The U.S. was grappling with the aftermath of the Vietnam War, which had deeply divided the nation. Globally, decolonization was reshaping geopolitics, particularly in Africa. The formation of OPEC and its oil embargoes highlighted the growing economic interdependence of nations. In this context, the legal profession recognized the need to adapt to an increasingly interconnected world, where international trade, diplomacy, and legal frameworks were becoming more complex and vital.
