The anticipated Executive Order to dismantle the Department of Education was released Thursday. The administration had promised this Executive Order as part of a campaign promise to return the control of education to the states. SAN and WCET promised to closely watch the new administration's announcements and activities and share with you how they will affect #digitallearning. While the Executive Order directs that the Secretary “to the maximum extent appropriate and permitted by law” close the Department of Education, the closure of the Department requires Congressional action. Additionally, Congressional action is necessary to move several key Departmental functions to another administrative agency (i.e., move oversight of financial aid to the Small Business Administration). Late Friday afternoon, the White House announced that the President would like to move federal #studentaid to the Small Business Administration. Because statute dictates that #studentfinancialaid be administered by the Department of Education, we believe that it would take Congressional action to move financial aid to the Small Business Administration. We believe that this announcement does not change our role in serving #students. Any change to Federal oversight of #highereducation will take time, and Federal regulations remain enforceable by the Department of Education for the foreseeable future. We continue to maintain that institutions should: Continue Providing #QualityEducation: Keep moving forward with your good work to serve students with quality #distanceeducation. Comply with Laws and Regulations: Ensure ongoing compliance with state and federal laws related to distance education. Stay Informed: Follow WCET - WICHE Cooperative for Educational Technologies (WCET) and State Authorization Network (SAN) for updates affecting the digital learning community.

The factors driving continued interest in #onlinelearning are manifold. Many #students and #faculty members are more comfortable now with #educationaltechnologies. And the flexibility and accelerated #learningopportunities that #onlineinstruction can afford have enticed #learners who are unable to commit to a four-year, in-person #collegeexperience. #Colleges see their own benefits. But doing online and doing online well are two very different things. The recent WCET cost and price of #distanceeducation report, authored by executive director, Van L. Davis, found that a majority of institutions surveyed said their #onlinecourses cost the same as, or more than, in-person courses across 21 different components of #coursedevelopment and delivery. Six components reported to be more expensive for online courses included technologies and software, instructional design, and accessibility. In November, Russ Poulin and Van Davis, the retiring and incoming executive directors of WCET, respectively, discussed with the Every Learner network changes in law, regulations, and policy on #distanceeducation that might result from the transition from the Biden to the Trump presidential administrations. Drawing on WCET’s deep expertise in state and federal policy, Poulin and Davis outlined potential changes at the U.S. Department of Education, the possible emergence of short-term Pell grants, the impact on #accreditingagencies, and the implications of recent Supreme Court rulings for how the Department of Education might operate.
