The Spirit of Blue Foundation, based in Rochester, NY, is a 501(c)(3) public charity dedicated to the enhancement of officer safety and vitality throughout the law enforcement community by promoting public awareness for their protection and fulfilling safety equipment and training needs. The Spirit of Blue Foundation develops and executes fundraising campaigns nationally with the support of partner non-profits, corporate sponsors and private equipment manufacturers. Fundraising proceeds are distributed in the form of Safety Equipment Grants to law enforcement agencies from local to federal levels. To date, Spirit of Blue has awarded 63 grants in 28 states valued at over $300,000. Donations can be made be made anytime at www.spiritofblue.org/donate or by texting “BLUE” to 41444.

  • On the evening of August 22, 2024 the Marshall County Sheriff’s Special Response Team responded to a barricaded subject. After negotiations failed, the subject began shooting out a window, striking MCSO Deputy Jacob Hamm in the forearm and spraying him with shrapnel. Fellow deputies returned fire while pulling Dep. Hamm behind cover. They assessed Deputy Hamm and discovered that a round had penetrated and exited his left forearm and was bleeding profusely. MCSO Chief Deputy Tim Reynolds applied his granted tourniquet to Dep. Hamm’s arm, but it did not fully occlude the blood flow. A second tourniquet was then applied above the first. The second tourniquet was able to stop the bleeding and Dep. Hamm was evacuated to a local hospital for treatment. Doctors found that the bullet barely missed striking the Radius and Ulna bones, but had severed a large vein. Dep. Hamm’s arm was able to be repaired using stitches. He experienced mild nerve damage immediately after the incident that resulted in weakness and loss of feeling in his hand and fingers. A week after the incident, the nerve damage had healed, and Dep.   • Grant 261 - The Dyer (AR) Police Department received two Survival Armor Level IIIA ballistic vests for one full time officer and one reserve officer. Additionally, they received four North American Rescue CAT Tourniquets with Blue Force Gear Tourniquet NOW! Pouches to outfit all of their officers. The grant was sponsored by Law Enforcement United, with Blue Force Gear donating their product, and was valued at $4,025.
