Spaceport SARABHAI (S2) is India’s 1st dedicated space think tank. S2 embraces the multi-dimensional nature of human space endeavors comprising not just science, technology, policy, and law—but also—history, anthropology, economics, environment, sociology, psychology, contemporary culture, art, architecture, design, archaeology, and more. S2 Mission: ? Give India an international voice as a leading spacefaring nation ? Grow the body of knowledge that informs critical areas of space policy ? Provide policy guidance to the government through rigorous research, stakeholder feedback, opinion pieces, and private outreach ? Transform India into a developed space economy by 2030 ? Build public perspective through writings, discussions, and debates S2 is conceived as a launchpad for ideas for a shared future. The name pays homage to the founder of India’s space program: Dr. Vikram Sarabhai, a physicist, a visionary, a renaissance man who believed that our cosmic commons can be used for the welfare of humankind and the biosphere of which we are a fractional part. Spaceport SARABHAI is a metaphor for an imagined place in outer space, where thought-leaders-n-practitioners touchdown to exchange ideas, points of view, and visions for the future. Based in Bangalore, S2 has satellite presence in New Delhi, Berlin, Boston, and Sendai.

    It was a delight to be a part of this panel on Space Traffic Management organised by the National Space Policy Secretariat here in Tokyo, Japan. We had the occasion to deliberate on the need for and the criticality of rules of the road, the best approaches towards regulatory interventions and the need for greater transparency and understanding on practices. My thoughts highlighted the responsible and proactive Indian approach to Space Traffic Management, thanks to the thought leadership of IN-SPACe in current regulations. I also spoke about the need for an equitable approach to international rule making to ensure that new and upcoming space faring nations are not adversely impacted by international regulations that are the product of asymmetry in negotiating power. That aside, the event was a shining example of how a conference should be organised. Not only did the event start and end on time like clock work, the event was focused and did not get distracted with the ceremonial rituals such as speaker introductions and vote of thanks for each panel. The name tags provided to us as speakers were promptly collected back ensuring that there is no wastage. This ensured optimal time for conversations and yielded a marvellous exchange of thoughts.     On the occasion of National Science Day 2025 celebrations, I had the honour to talk about our work on Space Robotics and India-Japan collaboration in space at the Embassy of India in Japan, Tokyo, in the august presence of H.E Ambassador of India in Japan, President of JAXA, H.E Minister of MEXT, H.E Minister of Economy & Space Policy of Japan, and distinguished scientists and researchers from all of Japan. The event was virtually addressed by Dr. Jitendra Singh, Honourable MoS Science and Technology, Department of Space, India. I highlighted the innovative robotic technologies for space missions and the growing synergy between India and Japan in this domain. Also had the chance to interact with high school students who were presenting their outstanding science projects, and catching up with amazing friends! Thank you for this opportunity, a truly humbling and inspiring experience! ????????     I was part of a panel at the Bengaluru Space Expo on the role of policy in the shaping of the Indian space sector. Two questions that were addressed to me which seemed interesting were a) metrics to determine the efficacy of policy and b) whether the new policy regime governing space activities in India will increase indian participation in global space programs and space economy. Hans Morganthau argued that knowledge had to be determined from the point of view of spatial and temporal context. Similarly metrics to determine the efficacy of recent policy reforms ultimately cannot remain static and must evolve as per time. Currently, we have seen a great number space startups which is not a bad metric to determine efficacy of the new space policies. But hard questions will come our way- how much domestic IP was created, how much dependence on foreign technology was reduced, how much technology transfer was created and how many contracts, from government and other sources did space startups win and successfully execute. The sooner we start asking the tougher questions, the easier it will be to calibrate our policies and initiate necessary channels of reform. On the subject of global participation, bilaterally and at a government level, the Artemis Accords may represent some improved relationships with the western bloc which in turn may translate to less restrictive access to technology and opportunities for India's aspirations in space. But on the commercial front, what opportunities come to our space tech startups globally, is ultimately dependent on the fundamental premise of international trade and investment law- reciprocity. If we open our doors to foreign companies and foreign investors, foreign markets open doors to our companies. On this front, India's decision to terminate Bilateral Investment Treaties and poor track record with BIT arbitrations raise questions of how easily our companies can access foreign technology, create IP domestically and sell to foreign markets. Striking a right balance on this front is not easy, but there is some scope for introspection and accountability.
