"As the SNP Alliance continues to review the CY 2026 Parts C and D proposed rule, we will be assessing the proposed rule for SNP-specific impacts with a significant focus on implications for the over 7 million Special Needs Plan (SNP) enrollees, in keeping with our mission, and the 1,384 SNPs (D-SNPs, I-SNP, and C-SNPs) who provide critical life-sustaining services and supports," said Mike Cheek, President and CEO of the SNP Alliance. The SNP Alliance appreciates CMS' forward-thinking policy proposals and looks forward to providing meaningful, constructive input on topics such as how the HRA proposals align across State Medicaid programs as well as how plans will work with multiple states on the alignment of HRA timing, Model of Care policy interactions with state-specific requirements for assessments, new Enrollee Advisory Committee requirements for D-SNPs, and Health Equity Index changes and potential impacts on D-SNPs and I-SNPs.?The SNP Alliance also would like to work with CMS to understand the GLP-1 coverage change on SNPs.? The Special Needs Plan (SNP) Alliance is a national, non-profit leadership association addressing the needs of high- risk and high-cost populations through specialized managed care. We represent 25 health plans offering over 550 plan benefit packages (PBPs) and 175 contracts through special needs plans (SNPs) and Medicare-Medicaid demonstration plans (MMPs). These plans have over 3 million beneficiaries enrolled in 47 states and the District of Columbia—totaling more than 60% of the national SNP and MMP enrollment. Our primary goals are to improve the quality of service and care outcomes for complex populations and to advance integration for those dually eligible for Medicare and Medicaid.
