While US and allied measures have been aimed at controlling advanced technology, China has been doubling down on becoming the dominant player for "foundational" chips (also called legacy or mature), which accounted for about three-quarters?of global production capacity in 2024. 2.?China leads foundational chip production in the 20-180 nm node sizes (excluding memory), and is on track to install three times as much capacity during 2024-2027 than any other country. This is being fueled by the CCP's largely unchecked non -market industrial policies. 3.?Ceding the foundational chip market to China means that it has control over whether items are ultimately built – it can hold back its supply from the US and rest of the world. It can depress prices to gain market share from U.S. companies. It can use this leverage to push back on US measures to prevent IP theft and technology transfer of advanced nodes. 4. Section 301 is an important trade?tool to counter China’s unfair, unreasonable, and discriminatory practices and allow the U.S. to compete on fair footing. It can be used most effectively by covering not only imports of wafers, but?Chinese designed and fabricated semiconductors that are a component in another product, i.e., component tariffs. 5. Designing a component tariff system is viable and can be done working with industry partners.     Silverado Policy Accelerator values the insights Senators Bill Cassidy and Sheldon Whitehouse shared during last week’s release of Silverado’s report,?Economic and Environmental Impacts of a U.S. Border Pollution Measure on Steel and Aluminum ?? https://lnkd.in/gEKzum2b ? Silverado is encouraged by the senators’ mutual optimism for the chance to advance a bipartisan U.S. border pollution measure in the near term and their acknowledgment that key administration cabinet members, including the U.S. Trade Representative Jamieson Greer, understand the importance of the interplay between industrial competitiveness and environmental policy. Senator Cassidy confirmed that: ??There is an interrelationship that must be understood between U.S. energy policy, climate policy, national security, and economic security.?These policies are “totally related” and rewarding U.S. manufacturers for lowering emissions must be combined with applying a fee to imports to ensure fair competition for U.S. workers and incentivize trading partners to lower their emissions. ??There is an intrinsic link between the power of an economy and the military power of the state.?Surrendering industrial competitiveness to China creates risks to U.S. economic and national security. ??There is an ongoing economic incentive for U.S. manufacturers to lower their emissions intensities.?The United States has an existing emissions intensity advantage, having already reducing domestic emissions although there is more room to reduce. Senator Whitehouse spoke to bipartisan potential for advancing a U.S. border pollution measure: ??It is a “very good bipartisan impulse to solve the China competition problem,” based on China’s deriving competitive industrial advantage from less strict environmental standards. ??There is a “wind at our backs” to advance a border pollution measure and newly confirmed Jamieson Greer “gets” this issue. ??Congress can land at a bipartisan border pollution bill fairly quickly, and a bill could go forward with bipartisan support for passage into law. #Trade #Energy #Competitiveness #Manufacturing
