Today Silverado Policy Accelerator Co-founder and Chair, Maureen H., called for “freedom and fairness” during the panel on "Protecting U.S. Interests Against Unfair Trade Practices" at the Louisiana Energy Security Summit hosted by Senator Bill Cassidy. Maureen confirmed that special tools such as border fairness measures are urgently needed to defend and expand clean U.S manufacturing as competitors like China use non-market practices, including non-existence and non-enforcement of global standard environmental regulations, to generate insurmountable competitive advantage within a larger global power competition.

ICYMI - John Corrigan's comments at a climate event in New York?on the margins of #UNGA?quoted in Inside US Trade. John?emphasized “partnership” approaches among market-oriented economies?as part of the?trade tools?that can be used?to combat climate change.?He highlighted the importance of “changing incentives” for exporters to these markets?and suggested that such?partnership?arrangements should allow countries “some degree of grace or flexibility” around their WTO commitments. John warned that “constant litigation” could hinder global climate efforts. Silverado Policy Accelerator applauds the recent signing of the U.S.-India Critical Minerals Memorandum of Understanding (MOU) by the Department of Commerce and India’s Ministry of Commerce on October 3. This?MOU establishes a strong foundation to enhance and diversify critical minerals supply chains between our two nations. In July, Silverado Policy Accelerator, in partnership with US-India Strategic Partnership Forum and P2P Strategies, released joint recommendations aimed at strengthening U.S.-India collaboration on critical minerals. Our recommendations emphasized several key minerals—lithium, cobalt, nickel, manganese, graphite, and rare earths—that are central to this MOU. Our joint recommendations align with the MOU’s mission to identify best practices for fostering the commercial development of critical minerals, including exploration, mining, and processing. Why must U.S. policymakers prioritize a targeted list of critical minerals to secure national defense? ?? ? While existing US government critical minerals-related?lists provide valuable technical insights about the cordiality of dozens of minerals, an even more targeted list of critical minerals necessary for defense applications can help policymakers prioritize action for those critical minerals that pose the most immediate threat to U.S. economic and national security. To fill this need,?Silverado developed a data-driven threat index that refines the broader government list of critical minerals to a more focused list of 12 “strategic defense critical minerals” essential for national defense applications and where the U.S. is?highly reliant on foreign entities of concern (FEOCs) like China for both imports and production of raw and processed critical minerals. This creates a critical vulnerability for the U.S. as these minerals are essential inputs into items such as defense systems and semiconductors, and disruptions in supply due to the imposition of export controls or even outright export bans by an FEOC country could be catastrophic without preparing further for contingencies now. In a recent Inside Trade article titled “Study: U.S. Fully Reliant on Imports of Minerals for Key Security, Semiconductor Uses,” Silverado Policy Accelerator's CEO Sarah Stewart emphasized the significance of strategic defense critical minerals. Sarah highlighted the urgent need for comprehensive planning, stating, “This is where we really need to have a Plan A, Plan B, and Plan C immediately, as we face the highest risk. Our goal is to help drive resource prioritization with this information.” Sarah further noted the bipartisan focus on this issue, regardless of the upcoming election outcome: “Whether it’s a Harris or Trump administration, we believe this will be an early area for action.
