The State Higher Education Executive Officers (SHEEO) is the national association of the chief executives of statewide governing, policy, and coordinating boards of postsecondary education. Founded in 1954, SHEEO serves its members as an advocate for state policy leadership, a liaison between states and the federal government, and a vehicle for learning from and collaborating with peers. SHEEO also serves as a manager of multistate teams and as a source of information and analysis on educational and public policy issues. Together with its members, SHEEO advances public policies and academic practices that enable Americans to attain education beyond high school and achieve success in the 21st century economy.

NEW REPORT: Learn about Minority-Serving Institutions (MSIs) across the U.S. and U.S. Territories in our new white paper. MSIs enroll significant percentages of racially minoritized undergraduate students. ??Data from the MSI Data Project show there are 43 states and 9 territories with at least one MSI, with California and Texas each having at least 100. ??Between 2017 and 2021, 28 states and 2 territories were home to an increasing number of MSIs. ??Hispanic-serving institutions (HSIs) are the most represented of the 11 MSIs, found mostly in the Pacific and West South Central U.S. divisions. Our new Higher Education Funding Learning Community kicks off this afternoon as states examine funding models for unintended disparities. States will learn from the latest funding approaches and consider what could work in their respective state contexts. We’re excited to have teams from nine states joining us over the next 10 months. We’re also pleased to be collaborating with the research team at the University of Wisconsin-Madison’s Student Success Through Applied Research (SSTAR) Lab to develop an equity analysis framework to help inform this work.
