The State Higher Education Executive Officers (SHEEO) is the national association of the chief executives of statewide governing, policy, and coordinating boards of postsecondary education. Founded in 1954, SHEEO serves its members as an advocate for state policy leadership, a liaison between states and the federal government, and a vehicle for learning from and collaborating with peers. SHEEO also serves as a manager of multistate teams and as a source of information and analysis on educational and public policy issues. Together with its members, SHEEO advances public policies and academic practices that enable Americans to attain education beyond high school and achieve success in the 21st century economy.

We are excited to share that ARRC has secured a $7,245,600 grant from Ascendium Education Group’s Education Philanthropy to launch the Rural Talent Development & Attraction Lab (“Rural Talent Labâ€) over the next four years under the leadership of Andrew Koricich and in collaboration with SHEEO (State Higher Education Executive Officers Association) and HCM Strategists. The Rural Talent Lab will identify 5 state higher ed agencies ready to demonstrate leadership in rural talent development and attraction. Informed by community listening tours, public-opinion research, and expert advising, state teams will implement affordable, middle-skill credential pathways. These pathways will be created in partnership with rural stakeholders and targeted to specific rural workforce needs, offering opportunities that are transparent, accessible, low-risk, and as close-to-free as possible, to learners beginning in Fall 2027. We hope that the Rural Talent Lab will result in a model for statewide rural talent development and attraction that can be adapted to other program areas and state contexts. Our team is grateful for Ascendium’s generous support of this work and their ongoing investment in rural communities. The ARRC team will also include Alisa Fryar, Kevin R. McClure, Vanessa A. Sansone, Ed.D., Dr. Ty C. McNamee, and Allyson Shortle.
