On March 1, 2025, the NOBLE - National Organization of Black Law Enforcement Executives (NOBLE) honored Lieutenant (ret.) Joan Johnson, with the prestigious President’s Award. The presentation occurred during the CEO Symposium in Glendale, Arizona, where NOBLE President Jeffrey Glover, MPA and Executive Director Dwayne Crawford recognized Joan’s contributions to the organization over the past two decades. Joan Johnson’s journey with NOBLE is a testament to her commitment to her community and the law enforcement profession. Having held multiple positions within the organization, including Chapter President, National Secretary, National Education and Training Committee member, Interim Region VI Vice President, Chapter President’s Advisor, and National Training Facilitator for the Law and Your Community program, she has been a leader in advancing NOBLE’s mission. In 2007, Joan was a major contributor to the revitalization of the NOBLE San Francisco Bay Area Chapter. Her leadership has not only impacted the San Francisco Bay Area Chapter but also the communities she has continued to serve. Joan was presented with a framed, autographed Kareem Abdul-Jabbar jersey. Like Abdul-Jabbar, Joan is a mentor to many, and an advocate for fairness and equity in law enforcement while emphasizing the importance of higher education as an instructor at Merritt College. Tonight, Antwinette Turner was sworn in as a newly appointed lieutenant at the San Leandro Police Department, making history as the first woman to hold this rank since the San Leandro Police Department’s inception 150 years ago. The NOBLE San Francisco Bay Area Chapter attended the swearing-in ceremony to honor and celebrate Lieutenant Antwinette Turner's well-deserved appointment. Lieutenant Turner serves as the parliamentarian for the NOBLE San Francisco Bay Area Chapter and has been an active member of the National Organization of Black Law Enforcement Executives (NOBLE) for many years. Lt. Turner has a compassionate heart for the people she serves, protects, and leads. She models the way and demonstrates her desire and determination to build trust with all stakeholders in the City of San Leandro. Congratulations to NOBLE San Francisco Bay Area Chapter member and San Jose Police Department Sergeant Jamil Carter for being selected Safety Officer of the Year in San Jose District 4. Last night, Sgt. Carter received her award. She spoke about being an officer and a mom and ended her speech with this Jane Goodall quote, “What you do makes a difference, and you have to decide what kind of difference you want to make.” Sgt.
