Vice President of Government Relations at Maryland Association of Community Services | Advocate for Disability Services & Nonprofit Leadership

Yesterday, the House Appropriations Committee made pivotal decisions, restoring $292 million to the DDA budget, approving a 1% rate increase for community services ($28.7 million), and allocating $37 million for expansion funding to support transitioning youth and individuals in crisis. This complements the $429 million restored to the FY25 budget and an additional $283 million to address unexpected deficits in the DDA budget. As we await the Senate's decisions, we extend our heartfelt thanks to Chairman Ben Barnes, Sub-Committee Chair Emily Shetty, Health and Government Operations Committee Chair Joseline Pe?a-Melnyk, and all our advocates in the House of Delegates. A big thank you to the members of the Maryland Developmental Disabilities Coalition, including The Arc Maryland, Maryland Developmental Disabilities Council, People On The Go Maryland, and Disability Rights Maryland. This coalition has worked hard to get funding restored, advocating alongside people with developmental disabilities, their families, and community providers. MACS is proud to be part of this dedicated group and appreciates the ongoing partnership.

  • Meet Charlie: A Story of Resilience, Advocacy, and Inclusion This #DevelopmentalDisabilitiesAwarenessMonth, we're celebrating incredible people we support like Charlie, whose journey is a testament to perseverance, kindness, and the power of advocacy. For the past five years, Charlie has been supported by Kasey, his dedicated Service Coordinator. Over time, they’ve built a special bond. "He has never had an easy road, but he’s the first to help someone else in need,” Kasey shares. “He is the kindest person I have ever met." Charlie is a devoted sports fan, cheering for the Baltimore Ravens and Baltimore Orioles, his favorite teams. But more than anything, his greatest passion has always been his family. He has long aspired to one day get married and care for his mother—the person who had always taken care of him. Sadly, Charlie’s mother recently passed away, leaving him in need of a new home. With the help of Kasey and his day program provider, Charlie was connected to a residential home that provides him with high-quality care and a supportive environment. After moving into his new home, Charlie developed an interest in self-advocacy, particularly within his hometown of Carroll County. Wanting to amplify the voices of others, he turned to People on the Go of Maryland, where he received training on how to start an advocacy group. With Kasey’s support, Charlie founded an advocacy group in Carroll County—an inclusive, open forum where people in the community could feel seen and heard. "He wanted to truly build inclusion,” Kasey says. With momentum on his side, Charlie’s advocacy efforts caught the attention of state leaders. Thanks to the dedication of SCI team members Kasey and Rebecca, a Coordinator of Community Services, he was connected with a once-in-a-lifetime opportunity—an appointment to the Maryland Commission on Disabilities. And he was accepted! “He was so excited! He can’t wait to have a voice, represent his peers, and make a lasting impact on services,” Kasey shares. Charlie’s journey—from overcoming adversity to shaping policies at the state level—exemplifies the power of perseverance and advocacy. We are incredibly proud of Charlie and grateful for dedicated SCI team members like Kasey and Rebecca, whose commitment helps people achieve their goals and create lasting change. • On #InternationalWomensDay, we celebrate the extraordinary women with disabilities who have fearlessly broken barriers, redefined possibilities, and championed a more inclusive world. Trailblazers like Helen Keller, the first deafblind person to earn a college degree, whose relentless advocacy transformed accessibility and education for people with disabilities. And Judy Heumann, a driving force behind the disability rights movement, whose tireless efforts helped shape the Americans with Disabilities Act (ADA), ensuring greater protections and opportunities for millions. Their resilience, courage, and leadership remind us that progress is built by those who refuse to be limited by society’s expectations. Today, and every day, we honor their legacy by continuing the fight for equality, accessibility, and empowerment for all abilities. #WomensHistoryMonth #DDAwarenessMonth #DevelopmentalDisabilitiesAwarenessMonth #DisabilityAdvocacy

SCI was proud to join self-advocates and families at Monday's "These Are Our Lives" #advocacy event. Individuals with developmental disabilities came together to share their stories with legislators, highlighting the critical role of #DDServices and how proposed FY26 budget cuts will negatively impact people with disabilities, their families, and community providers. Gale, a Coordinator of Community Services at #SCI, joined Megan, a person supported, and her family at the event. “It was an honor to stand alongside so many powerful self-advocates,” says Gale. A special thank you to the Maryland Developmental Disabilities Coalition for organizing this important event and to all those who continue to advocate for Marylanders with disabilities. Together, we can make a difference! #SaveOurDDServices #StopTheCuts #FundDisabilityServices #SCICares Delegate Kris Fair The Arc Maryland Disability Rights Maryland
