Self Enhancement, Inc. (SEI) was established in 1981, by Tony Hopson, Sr., a lifelong North Portland resident and community leader. It began as a one-week summer basketball camp aimed at providing a positive alternative for African American teens living in an area of Portland that was leaving them behind. By 1989, SEI had grown into a year-round program providing academic support and comprehensive wraparound services for African American students and their families. In 1997, SEI opened the Center for Self Enhancement, which continues to serve as a safe haven for thousands of children and is the hub of SEI’s work. SEI has remained a pillar in the North Portland community and continues to expand its programs to provide youth and families with a continuum of services. Today, SEI is a comprehensive, one-stop resource for youth and families, primarily African Americans and others living in poverty or seeking culturally responsive services. It is also one of the city’s leading multi-service organizations, providing thousands of youth, families, and adults with a wide array of education and social services on an annual basis. SEI’s strength is in its ability to meet the complex needs of the children and families it serves, including helping people to overcome cultural, educational and economic barriers. SEI is committed to helping youth and families realize their full potential. SEI believes that every child has a gift and that it is our shared responsibility to help every child find that gift. By expanding learning opportunities and teaching every child that “Life Has Options,” SEI is seeing amazing results proving that SEI is the solution.

SEI's Housing Development team conducted two community engagement and feedback sessions with small and emerging BIPOC business owners and potential residents for a new mixed-use and mixed-income project in N/NE Portland. Many thanks to Prosper Portland's Reimagine Oregon Grant, which has enabled us to connect deeply with our community to develop an informed project. Thank you to Curious Architects LLC and Lakeitha Elliott of the Gordly Burch Center for Black Leadership and Civic Engagement for diving deep into the community to understand their needs. We look forward to bringing this project to life!

Yesterday, we had an amazing time celebrating the groundbreaking of the Strong Family Apartments! This project, co-developed by CDP and Self Enhancement, Inc. (SEI), will bring 75 affordable homes to families in N/NE Portland with incomes between 30% and 60% of the area median income. Part of the Alberta Alive vision, this development is designed to create long-term stability and opportunity for the Black community in N/NE Portland. It also honors the legacy of the Strong family, who sold the property to the Portland Housing Bureau with a vision to support Black families in the neighborhood. We were joined by speakers Trent Aldridge, Tony Hopson Sr., Dr. Jackie Strong, Dr. Mark Strong, Rekah Strong, Councilor Mary Nolan, Commissioner Carmen Caballero Rubio, Dr. Steven Holt, and Leslie Goodlow. Expected to open in 2026, the development will feature a mix of 1-, 2-, and 3-bedroom units, community gathering spaces, an outdoor courtyard, and play areas. SEI will lead resident services and programming for both youth and adults, fostering a vibrant, supportive environment for future residents. Meet Dr. Darrell Millner—Portland State University professor emeritus and renowned expert on African American history in the West, for whom CDP and Self Enhancement, Inc.'s second Alberta Alive project is named. The Dr. Darrell Millner Building, located in the heart of North Portland, honors his legacy. His scholarly work has shaped the understanding of the Black experience in Oregon, and this development continues that legacy by supporting Black residents and families. "This is the highlight of my life," Dr. Millner shared. The Dr. Darrell Millner Building offers 63 apartments reserved for households that qualify under the City of Portland’s N/NE Preference Policy, prioritizing those with deep generational ties to North and Northeast Portland. The building features one-, two-, and three-bedroom units for households earning up to 60% of the area median income (AMI). The Millner also includes 2,500 square feet of ground-floor commercial space, a community garden, an outdoor play area, and parking.
