SEHIA welcomes Mike Ruggiero as a Presenter to the 2025 SEHIA Conference in Reno! Ruggiero has 35 years of law enforcement experience. He worked for the Orange County Sheriff’s Office for 32 years, with approximately 25 years conducting investigations ranging from Sex Crimes, Internal Affairs, Narcotics, Robbery, and Homicide. In addition, he has provided advanced training in the areas of CID, Interview and Interrogation, and the skills of Detecting Deception to officers throughout the US. Ruggiero conducts training through his own company, Police Training Institute as well as an adjunct instructor for the Public Agency Training Council. He authored a book entitled, “Uncover the Truth” highlighting the skills of body language and statement analysis. He also has a follow-up book coming out in 2025 entitled “An Immaculate Confession” on conducting more effective interviews and interrogations. Ruggiero is recognized as a subject matter expert in the area of interview and interrogation, having worked with FDLE to establish the curriculum taught to officers throughout the state. SEHIA welcomes Joseph King as Presenter at the 2025 SEHIA Conference in Reno! King has built a remarkable career in both professional basketball and law enforcement. Starting his law enforcement journey in 2007 with the Dekalb County Police Department, he gained experience in patrol and the Narcotics Unit. Over time, he expanded his expertise at other departments, including the Brookhaven Police Department, Lithonia Police Department, and the City of South Fulton Police Department. While at Lithonia, he served as a Sergeant, leading both the Criminal Investigation and Patrol Divisions. In October 2018, King joined the South Fulton Police Department, where he was a lead Homicide Detective. His extensive training and specialized skills made him a valuable asset, especially in the Criminal Investigations Division. King took on significant responsibilities as a Lead Homicide Detective, where he led investigations into major violent crimes. His work also extended to human sex trafficking, where he collaborated with the Department of Homeland Security. King’s impact is most notable in his success rate and the lives he has helped to save. As Lead Homicide Detective, he was instrumental in solving numerous homicide cases, while his Homicide Division maintained an impressive 94% solve rate from 2018 to 2022. King maintained an impressive 100% perfect record of solving all homicides assigned to him. His involvement in Human Trafficking led to the rescue of 28 missing females, with 10 cases being Human Trafficking cases. His strong partnership with Homeland Security resulted in the transfer of five trafficking cases for federal prosecution. Through his dedicated service, Joseph King has made an indelible mark on the communities he has served, consistently working toward justice and the protection of vulnerable individuals. SEHIA welcomes George Harms as a Presenter for the 2025 SEHIA Conference in Reno! Harms’ law enforcement career began in 1996 with the Algonquin Police Department in Illinois. During his career there, his positions and experience included Patrol, Field Training Officer, Bicycle Patrol Unit and was a member of the McHenry County Gang Unit. In 2000, he became a Bloomington Police Officer, spending the first eight years in Patrol and assigned as a Field Training Officer. He also spent five years on the Bloomington Police Officers Federation Board. In 2008, Harms was assigned to the Investigations Bureau where he leads complex criminal investigations, spanning homicides, assaults, robberies, sexual assaults, child abuse, fraud, cybercrime, property crimes, and burglaries. He develops and delivers educational programs on emerging safety concerns, including cyberbullying and sex crimes, to enhance community and institutional awareness. He served as a School Resource Officer for 2 years safeguarding the educational environments and fostering strong relationships between law enforcement and academic institutions. Currently, Harms is also assigned to the Bloomington Police Department Mobile Field Force Bureau where he is one of two Squad Leaders. SEHIA welcomes Erika Brown as a Presenter to the 2025 SEHIA Conference in Reno! Brown has been a police officer for 14 years, three years as a Sheriff's Deputy at Dakota County Sheriff’s Office, then moving to the Bloomington Police Department. She has experience as a patrol officer, a mall officer for a year at the Mall of America unit, working in the crime prevention unit, school liaison officer at a high school, and is currently a detective. For several years, Brown was a use of force instructor and a police explorer advisor. She is part of the peer support team and racial equity action team (REAT). Brown has a bachelor’s degree in psychology from the University of Wisconsin – Eau Claire, working in a master’s program for clinical mental health counseling. The ultimate plan is to be a licensed counselor in Minnesota after she retires and work with first responders. SEHIA welcomes Justin Vanhall as a SEHIA 2025 Conference Presenter! Vanhall started his Law Enforcement career with the Metropolitan Police Department of Washington DC. He worked there for almost four years before moving back home to Minnesota to work for the Bloomington Police Department, home of the Mall of America. Throughout his career, he has worked as Patrol and as an FTO. He is a Crisis Negotiator, currently assigned to Investigations. Vanhall is actively assisting in two cold cases. One cold case involves April Pease, and another cold case that was a murder from the 1970s. He has an amazing home life with three sons (twin boys that are 13 years old and one 7-year-old), all in competitive sports. Additionally, he has an amazing wife that is very supportive of what he does for a living. Rounding out the family is his French bulldog, Hank.
