Minnesota is considering a bill to impose a moratorium on new billboards to preserve its natural beauty and boost tourism. In contrast, Utah supports billboard-friendly laws, despite having many billboards that violate federal regulations and a 1968 agreement on outdoor advertising. Scenic Utah is currently opposing H.B. 198, a new bill that would limit local control over billboard regulations and ignore federal compliance. SCENIC UTAH FOCUS AREAS Billboard and Sign Control: Scenic Utah helps Utah communities design and adopt measures to protect the aesthetic qualities of their streets, neighborhoods, highways, and night skies, and reduce or eliminate the visual blight caused by excessive and brightly lit billboards and signs. Scenic Byways: Scenic Utah partners with state and community groups working to protect and expand state scenic byways, and promote national and state Scenic Byway and Scenic Backway designations. Utility Infrastructure: Scenic Utah promotes efforts to bury transmission lines and improve the aesthetic beauty of roads, communities and entry points to our cities and towns. Gateway Communities: Scenic Utah supports communities adjacent to parks and public lands who are working to protect the aesthetic qualities of these unique communities.

Another humongous, view-blocking billboard just went up in scenic Cottonwood Heights, where no one wants it—except the company that erected it. We’re engaging with residents and city officials to help take it down, but that’s a tall order. Unlike any other state, Utah law allows billboard owners to ignore local ordinances and move and “upgrade” their signs wherever they want, for any reason. Our sister organization, Scenic Nevada, is urging Reno residents to get involved with City Hall.?@cityofreno is considering allowing all businesses in the downtown entertainment district to have nearly unlimited signage, including giant digital signs, normally only allowed for casinos. This could lead to 100-foot-tall signs with no limits on number, size, or types of lighting. Most cities and towns in Utah have not updated their sign and billboard ordinances to reflect the growing impacts of digital signage. Our aim is to provide information and tools for amending or rewriting these ordinances, and to address challenges that cities face in regulating electronic signs.? Many municipalities mistakenly believe that state laws prevent them from regulating signs and billboards.?In reality, local governments DO have authority to adopt regulations that are more stringent than state laws.
