The country's proximity to the US and the growing domestic demand for chips in electronics, automotive, and aerospace industries make it an attractive destination for investment. As shown in image 1, the semiconductor value chain consists of four stages: design, production, assembly, test and packaging (ATP), and distribution. Fabless companies do the design, Foundries produce and OSATs do the ATP. Besides, there are Integrated device manufacturers (IDM) like Intel, that cover all the stages. Mexico's biggest potential lies in stages that require the least investment, like ATP and basic technology design, according to Eugenio Marín, General Director of the Mexico-US Foundation for Science (FUMEC). Semiconductor production requires USD 10,000 million investment, while ATP costs around USD 2 million and design USD 200,000. FUMEC identified twelve Mexican states with the most capabilities for semiconductor development (image 2). Six states are prepared and could increase their participation in the value chain in the short and medium term (top right). The other six show great potential for the medium and long term (bottom left). Out of these twelve states, Tamaulipas and Queretaro stand out. The former, as the only place in Mexico where discreet semiconductor devices are produced at the Micross Components plant. The latter, as home to QSM Semiconductores, where the application-specific integrated circuits will be produced starting next year.
