The mission of the Texas State Association of Fire and Emergency Districts is to make Texans safer by supporting the men and women of emergency services districts in the state. Emergency services districts (ESDs) are political subdivisions of the State of Texas, like a school district or a county. As Texas outgrows the abilities of cities and rural volunteer fire departments, ESDs are on the cutting edge of providing fire protection and emergency medical response to large portions of the state. Since 2001, the State Association of Fire and Emergency Districts has been the only association dedicated to bringing these local governments together so they can work smarter and work better for Texans.

The committee investigating the Panhandle fires urged lawmakers and agencies such at Texas Division of Emergency Management and Texas Department of Public Safety to look at states like Florida, Wyoming, and Colorado, which have provided responders with radios and other technical support. It further encouraged exploration of broadband-based technology as the federal government expands capabilities in the area.

The Texas House of Representatives Investigative Committee on the Panhandle Wildfires, chaired by Rep. Ken King, has recommended that the legislature make an appropriation to fully fund the $172 million in pending but unfunded 2604 grant requests. “We hope that after the severity of the Panhandle wildfires, lawmakers will be more attentive to our arguments," said SAFE-D Executive Director Clay Avery.
