Fellow Members of the Southern African Development Community (SADC), The Republic of Namibia will be going to the polls tomorrow, 27 November 2024, to decide on the country’s next President and leadership of the 8th National Assembly, which aligns with the country’s Constitution. In line with the revised SADC Principles and Guidelines Governing Democratic Elections (2021), which was adopted by all its Member States, SADC has deployed its Electoral Observation Mission (SEOM) to the Republic of Namibia to observe the country’s pre-election phase, polling day and the post-election processes, to determine the country’s adherence to the relevant provisions of the SADC Principles and Guidelines. These Principles and Guidelines promote regular, free, fair, transparent, credible and peaceful democratic elections as key markers of democracy and good governance in the Southern African region. Over the years, the Republic of Namibia has maintained an exemplary reputation of being a peaceful nation that upholds democratic principles and conducts peaceful elections across its regions with minor challenges. We trust that the citizens of the Republic of Namibia will once again showcase the delivery of an election process adherent to cornerstone democratic principles and the SADC Principles and Guidelines, both on and in the aftermath of election day. l call upon all the Namibian eligible voters to participate in high numbers to vote and decide on the country's future leadership. I urge all political actors and their supporters to secure a successful, calm, peaceful election day and post-election period by acting responsibly. As a region, we look forward to electoral processes that adhere to democratic values and principles envisioned in our SADC Treaty, the SADC Protocol on Politics, Defence and Security Cooperation, and the SADC Principles and Guidelines Governing Democratic Elections (2021). Finally, I join the people of our region, SADC, to wish the Government and the Republic of Namibia a successful and peaceful elections. H.E. DR. SADC Ministers responsible for Disaster Risk Management to map strategies and approaches for improved Disaster Risk Management in the region. The Committee of Ministers Responsible for Disaster Risk Management (DRM) from the Southern African Development Community (SADC) will meet in Victoria Falls, Republic of Zimbabwe, on 27 November 2024. During the meeting, Ministers will review progress on the implementation of regional disaster management activities and programmes aimed at strengthening the region’s preparedness and response to disasters. The Ministers will also discuss modalities for the operationalization of SADC Humanitarian and Emergency Operations Centre (SHOC) as well as to review progress made towards the operationalization of the Regional Appeal for Humanitarian Assistance launched by the Jo?o Manuel Gon?alves Louren?o, President of Angola in his capacity as Chairperson of SADC in May 2024. The launch of the Appeal followed the negative impacts of the El Nino induced drought and floods that negatively affected the lives and livelihoods of an estimated 58 million people in SADC countries that provided data. The Ministers will further consider an Addendum to the Regional Appeal that has been prepared following the finalisation of vulnerability assessments by additional Member States that had not finalised their assessments at the time the Appeal was launched in May 2024. The meeting will be officially opened and chaired by Hon. Daniel Garwe, Minister of Local Government and Public Works of the Republic of Zimbabwe, in his capacity as the Chairperson of the Committee of SADC Ministers Responsible for Disaster Risk Management. The Minister will be supported by Ms. Angèle Makombo N'tumba, SADC Deputy Executive Secretary responsible for Regional Integration who will be representing the SADC Executive Secretary, His Excellency Mr. Elias M. Magosi. The meeting of the Committee of SADC Ministers Responsible for Disaster Risk Management will be preceded by the meeting of the SADC Senior Officials responsible for Disaster Risk Management to be held on 25th and 26th November 2024. The Executive Secretary of the Southern African Development Community (SADC), His Excellency Mr. Elias M. Magosi arrived on 24th November 2024 in Windhoek, Republic of Namibia to join the SADC Electoral Observation Mission (SEOM) to the Presidential and National Assembly Elections in the Republic of Namibia. The Executive Secretary underscored the importance of SEOM in observing elections in the SADC Member States and adherence to provisions of the revised SADC Principles and Guidelines Governing Democratic Elections (2021). As per the mandate given by the Chairperson of the SADC Organ on Politics, Defence and Security Cooperation, Her Excellency Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania, the SADC Executive Secretary will lead the Secretariat team in support the Head of Mission, Honourable Anne Semamba Makinda, former Speaker of the National Assembly of the United Repubic of Tanzania in coordinating the SEOM activities in Namibia. On 21 November, 2024 the SEOM deployed the Electoral Observation teams to all 14 regions of the country to observe the pre-election phase, polling day, and post-election processes. In efforts to promote free, fair, and transparent elections, the #SADC Electoral Observation Mission (SEOM) under the leadership of Honourable Anne Semamba Makinda, the former Speaker of the Parliament of the United Republic of Tanzania and Head of Mission (HoM) for the #SADC Electoral Observation Mission (SEOM) for Namibia’s Presidential and National Assembly Elections, held consultative engagements with key electoral stakeholders. The SEOM has thus far engaged: The Electoral Commission of Namibia, Namibian Police, Namibian NGO Forum Trust (NANGOF Trust-Umbrella Body), Namibia Institute for Democracy (NID), Council of Churches of Namibia (CCN), European Union Delegation to Namibia, the Institute for Public Policy and Research (IPPR). The Mission will meet more stakeholders in the coming days such as political party representatives, Editors Forum and Media Ombudsman, Attorney General etc. In pursuit of its objective to advance democratic elections in the #SADC region, the SEOM solicited perspectives from diverse stakeholders in order to assess the Republic of Namibia’s readiness to conduct its Presidential and National Assembly Elections on 27th November 2024. By actively involving a wide range of stakeholders, the SEOM also sought to acquire pertinent insights regarding operational aspects relating to electoral cycle, as well as the prevailing political and security dynamics. Anne Semamba Makinda,former Speaker of Parliament of the United Republic of Tanzania and Head of Mission (HoM) for the SADC Electoral Observation Mission (SEOM) for Namibia’s Elections. The ceremony was held at Mercure Hotel in Windhoek, Namibia. The Republic of Namibia is scheduled to hold elections on 27th November 2024. The HoM was accompanied by Members of the Troika of the Organ on Politics, Defence and Security Affairs from the Republics of Malawi, Zambia and United Republic of Tanzania, SADC Electoral Advisory Council and SADC Secretariat. The event was also honoured with the esteemed presence of various stakeholders including; heads of diplomatic missions, government officials, the Electoral Commission of Namibia, political parties, religious groups, Civil Society Organisations, representatives of the international election observation missions, SADC election observers and the media. In her statement, Hon. Makinda indicated that SADC Member States have contributed personnel and resources to constitute the teams of observers under the SEOM. These observers are selected by individual Member States in accordance with criteria set out under the Principles and Guidelines. The SEOM has a total of 65 observers drawn from the 8 SADC Members States, namely: Kingdom of Eswatini, the Republics of Botswana, Malawi, Mozambique, South Africa, Zambia, Zimbabwe, and the United Republic of Tanzania. The Observers will be deployed across all the 14 regions of Namibia, namely: Erongo, Hardap, Karas, Kavango West, Kavango East, Khomas, Kunene, Ohangwena, Omaheke, Omusati, Oshana, Oshikoto, Otjozondjupa and Zambezi. The Head of the #SADC Electoral Observation Mission (SEOM) to the Presidental and National Assembly Elections in the Republic Namibia, Honourable Anne Semamba Makinda on 19 November 2024 engaged key stakeholders as part of his consultations with various political and electoral stakeholders in the run up to the 27th November 2024 Presidential and National Assembly Elections. Prior to presiding over the launch of the SEOM on 20 November 2024, Hon. Makinda paid a courtesy call on Ms. Rebecca IIyambo, Acting Executive Director in the Ministry of International Relations and Cooperation of the Republic of Namibia. The Head of Mission was accompanied by the #SADC Secretariat, #SADC Electoral Advisory Council (SEAC) and members of the Troika of the Organ, namely Malawi, United Republic of Tanzania and Zambia. The Acting Executive Director welcomed the Head of Mission and his team to the Republic of Namibia and assured the Head of Mission of Government’s support to facilitate work of the Mission. She stated that SEOM’s work not only helps to build public confidence in the electoral process but also contributes to the overall stability and development of member states. The Head of Mission and her team also met with the Namibian Police and #SADC Ambassadors and High Commissioners accredited to the Republic of Namibia. During the meeting with the Namibian Police, the Head of Mission was briefed on the security situation and the preparedness of the Namibian Police Force before, during and after the Presidential and National Assembly Elections. The Police indicated that the environment is relatively peaceful and stable and that political campaigns are ongoing in a free and peaceful manner. There are no “no go zones” in all the Regions. The Head of Mission engagement with a broad range of electoral stakeholders is aimed at gaining a deeper understanding of, among other things, the political and security environment relative to the electoral process. The Former Speaker of Parliament of the United Republic of Tanzania, Honourable Anne Semamba Makinda, has arrived in Windhoek today, 18 November 2024 to begin her role as Head of Mission (HoM) for the SADC Electoral Observation Mission (SEOM) for Namibia’s Presidential and National Assembly Elections scheduled for 27th November 2024. Hon. Semamba Makinda was appointed by Her Excellency Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania and Chairperson of the SADC Organ on Politics, Defence and Security Cooperation in accordance with the SADC Principles and Guidelines Governing Democratic Elections (2021). The Guidelines mandates the Chairperson of the SADC Organ on Politics, Defence and Security Cooperation to appoint the Head of the SEOMs for overseeing SEOM missions in SADC Member States. H.E Suluhu Hassan also mandated the SADC Secretariat led by His Excellency Mr. Elias Mpedi Magosi, the Executive Secretary of SADC to coordinate the SEOM, including the facilitation of in-country deployment of observers, in line with Article 3 of the revised SADC Principles and Guidelines Governing Democratic Elections (2021), which provides that SADC shall observe all General Elections held in its Member States. The official launch of the #SADC Election Observation Mission for the Presidential and National Assembly elections in Namibia is scheduled to take place on the 20th November 2024, at 1100 hours at Mercure Hotel in Windhoek, Namibia. This event is part of the awareness-raising initiatives. During the SEOM's presence in Namibia, the HoM and her delegation will, among other activities, make a courtesy visit to the Ministry of International Relations and Cooperation of Namibia. The delegation will also engage with all political parties, security agencies, religious groups, civil societies, youth and women groups, and other several election stakeholders. On 27th of November 2024, the SEOM will carry out election day observations during the polling day.
