We’re excited to welcome Michael Cole, PE back to RSA+—this time as a Project Engineer!?? Michael previously worked with us as an Assistant Engineer, and since then, he has expanded his expertise in utility design and civil engineering. His experience includes commercial, residential, mixed-use, and campus developments, with specialized knowledge in utility consulting for PG&E, Silicon Valley Power, AT&T, Comcast, and Fiber. From Rule 20 undergrounding projects to relocation projects and new electrical services, Michael is known for delivering efficient, cost-effective solutions. His return also means an expansion of RSA+’s capabilities in utility coordination and joint-trench design. His deep understanding of utility design, relocation projects, and undergrounding services strengthens our ability to streamline complex utility processes and ensure smooth project execution. With his expertise in joint-trench coordination, we’re better positioned to navigate public utility requirements and provide integrated, cost-effective solutions for multi-utility projects. RSA+ is proud to have played a key role in the Heritage House & Valle Verde development in Napa, CA—one of the many housing projects we worked on last year to create safe, supportive, and sustainable communities. This project transformed Heritage House, a senior residential building, into transitional housing for unhoused individuals while also developing Valle Verde as affordable housing for low-income residents. Our team provided comprehensive civil design and survey services, serving as the local liaison with the City of Napa, Napa County Flood Control and Water Conservation District, and California Department of Fish and Wildlife. Challenges such as community concerns, floodplain constraints, and environmental protections required proactive solutions. By carefully designing site improvements and setting the finished floor elevation above the floodplain, we ensured long-term resilience while protecting Salvador Creek and downstream areas. Our efforts also included the abandonment of an existing right-of-way and lot line adjustment, a Class 1 multi-use path, on-site parking, bioretention planters for stormwater treatment and groundwater recharge, creek bank restoration, and retention of 60 native trees. This project is just one example of our dedication to shaping communities through thoughtful planning, engineering expertise, and collaboration. ?? RSA+ is proud to announce the promotion of Jeremy Sill and Paul Warnock to Associate Principals. ?? They join Principals Hugh Linn and Christopher Tibbits in leading RSA+ forward to continue providing excellent service to our clients and the community. Jeremy Sill joined RSA+ in 2006. As an Engineer and Project Manager, he has worked on various projects, focusing on housing projects of all types, public infrastructure and unique private development projects. Jeremy has coordinated survey efforts and managed approvals with multiple agencies and stakeholders. His recent work showcases his commitment to enhancing community infrastructure. Paul Warnock joined RSA+ in 2011, after working for 10 years in architecture and structural design. He has excelled as both an Engineer and Project Manager on a diverse range of projects, including residential, commercial, industrial, hospitality, wineries, and public infrastructure.
