At RPM Development Group, our goal is to create high-quality affordable housing. Throughout our history this has meant developing residential communities that are affordable and serve as environments for residents and their families to thrive. Our company takes great pride in creating housing that is attractively designed, skillfully built, and well-managed. Sustainable building is one of the core values that guides our work. When affordable housing is done well, we believe that it can serve as a transformational resource for residents and a source of beauty and vibrancy for surrounding communities. Founded in 1986, RPM is one of the leading developers of affordable housing in New Jersey. Our company has developed residential communities that are home to thousands of New Jerseyans and represent hundreds of millions of dollars in community investment across the state. Our work has included new construction on underutilized land, the adaptive reuse of industrial properties, the restoration of historic buildings, and multi-phase initiatives to increase affordable housing options in urban and suburban communities. RPM brings all aspects of the affordable housing development process under one roof, with expertise in development, construction, leasing, and property management. We have worked with cities, suburban towns, local housing authorities, and state and federal agencies to create high-quality housing options for New Jerseyans and are experienced in combining multiple forms of financing to bring projects to fruition. Drawing on the experience of our staff and skillful partners, we have achieved these goals in the face of highly challenging circumstances, whether renovating an abandoned industrial building, bringing polluted land back into productive use, or turning around a historic neighborhood.

  • Our newest development in Morris County (NJ) is located on West Main Street across the street from Donatoni Park! The Contracting team has been hard at work moving dirt and making way for this brand new 70-unit age-restricted housing development. Slated for completion in early 2026, this project will bring opportunities for locals to downsize while staying part of the community or to move to be closer to their families in the surrounding neighborhoods. We are excited to see this important project site start to take shape after many years of predevelopment.   • RPM Development closed on construction financing for Montgomery Senior in December.?This development, a long awaited collaboration between RPM and the Township, features seventy-one units of age-restricted housing located on a parcel adjacent to the Township’s new municipal complex. ? We want to thank some key partners who made closing possible. Montgomery Township played an instrumental role in crafting this development – including providing the land and financing. At PNC Bank, we want to recognize VP, Costas Paleologos and Underwriter, Sam Price for their collective work in underwriting the construction debt and LIHTC equity. New Jersey Housing and Mortgage Finance Agency provided the tax credit award and Affordable Housing Production Funds that made this project possible. FHLB-NY’s Affordable Housing Program also provided debt to the project. ? This project is slated for completion in 2026 and will make it possible for seniors to stay in a part of Somerset County that has been experiencing growth pressure and increasing cost of living for decades.   • RPM Development is happy to announce the promotion of Richard Martoglio to Chief Operating Officer. Rich’s new role includes overseeing the day-to-day operations of the Development and Property Management divisions. Since returning to RPM full time in 2020 as the Vice President of Operations, Rich has been instrumental in navigating the continued expansion of RPM’s operations and footprint in New Jersey.? ? Rich has worn a variety of hats at RPM over the years – including development, contracting, community outreach, and property management. He is excited to take on this new role in RPM at a pivotal time in the company’s history. As RPM approaches our 40th?year of operation and with almost 1,000 units currently under construction, RPM is in an unprecedented growth period. Rich looks forward to navigating the new opportunities our expansion will provide, while continuing the provide the attention to detail, care, and service people have come to expect from RPM Development.

  • RPM would like to welcome?Yakima Mitchell as Assistant Property Manager for our Jersey?City?portfolio.?In her?previous role?Yakima?was Acting Asset Manager for a local Housing Authority?and was responsible for?managing?one of their larger?family?sites.?Yakima's?core duties?included?overseeing?the maintenance staff, conducting?annual housekeeping?inspections, and?managing the site's budget.?Prior?to?that, she served as?an?Assistant Asset?Manager, processing recertifications, performing various Property Management functions. In?her new position?with?RPM, her immediate?goals?are?to?quickly become acclimated with the portfolio’s various funding programs and?building strong?relationships with?the?residents. Yakima?enjoys reading, shopping, and traveling. She believes in the importance of maintaining a healthy work-life balance, which is why she makes time for activities that bring her joy.

  • The Newark Region celebrated the remarkable career and retirement of Muharrem "Remi" Fusha, who dedicated 13 years of service to RPM. Remi was presented with a Certificate and Letter of Appreciation for his contributions, hard work and unwavering commitment. We will miss you Remi and wish you the best in his retirement!
