We were fortunate to be joined today by Yale Law School Professor Harold Hongju Koh, who previously served as a senior advisor to former U.S. Secretary of State Antony Blinken and as the 22nd legal advisor to the U.S. Department of State under President Barack Obama. Drawing from his recent book, "The National Security Constitution in the 21st Century," Koh gave the inaugural Annual Distinguished Lecture in International Law, titled, "The President as a National Security Threat?" His talk included a history of the executive office and its foreign policy powers, as well as an outlook for the future if the president is allowed to have unchecked control in this arena.? ? "Previous presidents all had two qualities that are missing now?–?a sense of shame and a commitment to the rule of law.?Increasingly, we're coming closer to the president becoming a king, and too much relies on the president having good character, which is no longer assured," Koh said. "All of the things we were trying to get away from in the Declaration of Independence are real, live threats today." ?
