Congress passed a Continuing Resolution (CR) for the rest of the year which ends September 30, 2025.?The CR will continue fiscal year (October 1- September 30) 2024 level funding for all agencies, but with a legislative construct known as anomalies that provides for key additions. According to the?Congressional Budget Office (CBO)?estimate, this bill would set overall base discretionary budget authority for Fiscal Year (FY) 2025 at $1.600 trillion, with $893 billion for defense and $708 billion for non-defense.?The nonpartisan Committee for a Responsible Budget presents its breakdown of each Department’s appropriation?here. As a firm with a deep bench?in?defense, we are highlighting a few far-reaching Department of Defense (DOD) anomalies.? Section 1409 of the CR allows new starts for DOD, which could include Congressional increases that were added by the House or Senate to the FY 2025 defense appropriations bills. The Office of Management and Budget (OMB) and DOD will determine how to implement this provision. The Defense section of the CR also includes the General Transfer Authority (GTA) that allows the Department to shift funds between accounts. Always a pleasure to host the FSB Northern Ireland! Great way to start “everything Irish week” in DC.
It`s been a busy round of engagements for the FSB delegation in Washington led by Tina McKenzie MBE. Today Tina and Alan Lowry will be representing FSB in the White House for President Trump`s celebration of St Patrick`s Day. Thank you to all who joined us at the FSB business roundtable yesterday, and to John M. Simmons and his colleagues at The Roosevelt Group for facilitating our meeting. It was fantastic to hear John`s invaluable insights about the changes underway since President Trump was elected and the best way for business to navigate the US Congress and deal with key decision makers. Then it was on to an event hosted by Professor Sir Ian Greer from Queen's University Belfast where we caught up with Deputy First Minister Emma Little-Pengelly BL MLA, Communities Minister Gordon Lyons MLA and Health Minister Mike Nesbitt MLA. At the Irish Embassy in Washington Tina met Taoiseach Micheál Martin before his meeting with President Trump today.
