The modern battlefield is evolving rapidly, yet America’s Selective Service System remains stuck in the past. In a recent article, TRG consultant Lt. Gen. Wallace "Chip" Gregson (USMC, Ret.) argues that our draft system is outdated and must adapt to today’s warfare realities. The war in Ukraine has shown how modern conflicts are shaped by advanced technology, including drones, AI, and real-time battlefield adaptation. Meanwhile, America’s draft system still prioritizes combat infantry, relying on World War II-era models that do not reflect today’s needs. The current laws also limit registration to men, overlooking the vital contributions that women and civilians with specialized technical skills could offer. In a future national emergency, the country would need cybersecurity experts, robotics engineers, and logistics specialists just as much as traditional combat forces. A modernized Selective Service should look more like past national mobilization efforts, such as the Manhattan Project, by harnessing the best minds across multiple fields, not just those fit for the front lines. The White House and the U.S. Air Force?announced?that Boeing has won the contract to develop the U.S. Air Force’s sixth-generation combat aircraft under the highly anticipated Next Generation Air Dominance (NGAD) program. Named the F-47, this fighter aircraft?is expected to have cutting-edge capabilities, including stealth, extended range, and advanced propulsion, to counter emerging threats in the Indo-Pacific.?? NGAD's research and development has been funded for years, with an announcement of a prototype coming in 2020 and a decision purportedly ready to be made by the end of 2024.?Starting this fiscal year and going forward, expect billions to be appropriated to support the NGAD program.?Defense Secretary Pete Hegseth said the future fleet “sends a very clear, direct message to our allies that we’re not going anywhere.”

President Trump has issued an executive order (EO) to increase production of critical minerals, highlighting uranium, copper, potash, gold and possibly coal, in order to advance U.S. defense and commercial sectors.? The provisions of the EO include expediting regulatory review of mineral projects to address roadblocks, prioritizing mineral production over other projects on federal lands, and using a series of authorities from Defense Production Act and Strategic Capital funding at DOD to Department of Energy (DOE) and Small Business Administration (SBA) loans and US International Development Finance Corporation (DFC) funding to increase domestic production.

Congress passed a Continuing Resolution (CR) for the rest of the year which ends September 30, 2025.?The CR will continue fiscal year (October 1- September 30) 2024 level funding for all agencies, but with a legislative construct known as anomalies that provides for key additions. According to the?Congressional Budget Office (CBO)?estimate, this bill would set overall base discretionary budget authority for Fiscal Year (FY) 2025 at $1.600 trillion, with $893 billion for defense and $708 billion for non-defense.?The nonpartisan Committee for a Responsible Budget presents its breakdown of each Department’s appropriation?here. As a firm with a deep bench?in?defense, we are highlighting a few far-reaching Department of Defense (DOD) anomalies.? Section 1409 of the CR allows new starts for DOD, which could include Congressional increases that were added by the House or Senate to the FY 2025 defense appropriations bills. The Office of Management and Budget (OMB) and DOD will determine how to implement this provision. The Defense section of the CR also includes the General Transfer Authority (GTA) that allows the Department to shift funds between accounts.
