Key Insights: New Jersey: Race-explicit outcomes-based funding ?(OBF) boosts the success of traditionally under-represented students but creates a zero-sum game. The race-neutral Promise program helps but doesn't cover total attendance costs. North Carolina: Unique race-explicit Promise and OBF model increases enrollment and retention at minority-serving institutions (MSIs), avoiding zero-sum competition. However, partial tuition coverage might lead to unexpected costs. Minnesota: Implementation challenges with a first-dollar Promise program for Indigenous students; potential impacts of North Star Promise still unfolding. Research for Action is committed to becoming a community-engaged research organization that truly values?all?forms of knowledge. In our "Insights Report," we emphasize the importance of moving beyond the traditional hierarchy of academic knowledge and recognizing the lived experiences of community members as vital expertise. One way RFA is putting this into practice is by building community advisory committees composed of community leaders, parents, and teachers/ former teachers.
