The Regional Centre on Small Arms in the Great Lakes Region, the Horn of Africa and Bordering States (RECSA) is an Inter-Governmental organization with a mandate of coordinating the implementation of the Nairobi Protocol on the Prevention, Control and Reduction of small arms and light weapons in the Great Lakes Region, the Horn of Africa and Bordering States. There are 15 RECSA Member States in the Great Lakes Region and the Horn of Africa signatory to the Nairobi Declaration and Nairobi Protocol namely:- Burundi, Central Africa Republic, Republic of Congo, Democratic Republic of Congo, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Seychelles, Somalia, South Sudan, Sudan, Uganda and the United Republic of Tanzania.

  • Today marks the opening of the Regional Physical Security and Stockpile Management (PSSM) Training at HPSS! This March 2025 session concludes a training cycle that began in 2012. Grateful to BICC, the Government of Austria, @IPSTCKenya for their support. Proper stockpile management is key to preventing the diversion of weapons to non-state actors. RECSA with support from the Government of Austria have trained 469 students and 55 instructors since 2012 promoting international best practices in PSSM #PSSM #RECSA #CooperationToDisarm

  • In Bangui, Central African Republic (CAR), HE Claude Ramieux Bireau the Minister of Defense received a high-level delegation from the Regional Centre on Small Arms and Light Weapons (RECSA), led by Mr. Jacob Narengo, Secretary Internal Security, Kenya. The meeting focused on critical issues pertaining RECSA's mandate and the enhancement of defense forces' capabilities in the management and control of Small Arms and Light Weapons (SALW). Key areas of discussion included: 1. Strengthening RECSA's Mandate: Both parties emphasized the importance of advancing RECSA's objectives in addressing the proliferation of SALW, which remains a priority for regional security and stability. 2. Capacity Building for Defense Forces: The delegations explored strategies to enhance the capacity of CAR's defense forces in the effective management and control of SALW, ensuring improved operational efficiency and security 3. Training for Stockpile Management Personnel:Special attention was given to the need for capacity-building initiatives for personnel responsible for stockpile management. This includes training programs aimed at improving the safety, security, and accountability of arms stockpiles. The discussions underscored the shared commitment of CAR and RECSA to strengthening regional security frameworks and addressing the challenges posed by the illicit circulation of small arms and light weapons. Both parties expressed their dedication to fostering collaboration and implementing practical measures to achieve these objectives. This meeting marks a significant step forward in reinforcing the partnership between CAR and RECSA, with a focus on sustainable solutions to enhance small arms control in the region.
