Region 4 Education Service Center (Region 4) is one of 20 regional education service centers established by the Texas Legislature in 1967 to assist school districts and charter schools in improving efficiencies and student performance. Regional education service centers are nonregulatory, intermediate education units. Texas Education Code, Chapter 8, gives each school district the opportunity to voluntarily be served by and participate with a regional education service center. Region 4 serves a seven-county area comprised of 48 public school districts and 37 open-enrollment charter schools, representing more than 1.2 million students, 97,000 educators, and 1,500 campuses. The purpose of regional education service centers as established by the Texas Legislature is to— - Assist school districts in improving student performance - Enable school districts to operate more efficiently and economically - Implement initiatives as assigned by the Texas Legislature or Commissioner of Education In fulfilling our mission set forth by the state, Region 4 commits to embodying a vision that guides us in our aim for excellence.

It's official! Region 4’s Reading by Design? has been recognized on TEA’s Resource List of Evidence-Based Dyslexia Programs! This structured literacy program is designed for students with dyslexia in grades K–12 and helps improve their reading and writing with a step-by-step, hands-on approach that builds the foundations of literacy, such as phonological awareness, phonics, spelling, fluency, and comprehension. In honor of National School Psychology Week, we're spotlighting the incredible work of Region 4 school psychologists Dr. Thelissa Edwards, Dr. Kristie Moore, and Nicole Price, who go above and beyond to support districts and charter schools across our region. As the Director of Special Education at Region 4, Dr. Edwards leads a team that provides essential support to more than 80 districts and charter schools, ensuring school psychologists and educators have the training and resources they need to support diverse learners. A key focus of Dr. Edwards's leadership is supporting school psychologists in maintaining their state licensure. Dr. Moore, a Coordinator in the Office of Emergency Management and School Safety (OEMSS), and the OEMSS team are Region 4 District Advancement Champions who proudly support school psychologists and facilitate multiple leadership networks. These leadership networks—including the Behavior and Mental Wellness network and the Emergency Management and School Safety network—provide essential updates, technical assistance, and professional development for school psychologists in Region 4. Nicole Price, a Region 4 Education Specialist, delivers invaluable professional development and guidance to special education teams and evaluation personnel throughout Greater Houston and beyond. We had an inspiring day at this year’s Superintendents' Recognition Ceremony! Superintendents from 27 districts joined us for food, fun, and a trivia challenge.
