Artificial intelligence - with Mikael M. and Gábor Szüdi, chaired by Philipp Brugner. ?? Two days of intense and engaging debate at the first Europe China Knowledge Forum of ReConnect China - Horizon Europe Research Consortium. After Tartu is The Hague (2025). And after The Hague is Brussels (Rome was also discussed for 2026 - would have actually been special to see our final China dialogue taking place in Italy). ReConnect China - Horizon Europe Research Consortium has done two years of research by now and it was high time to present our work in the first of three public conferences. The European Capital of Culture, the city of Tartu, Estonia, hosted +100 participants from Europe, China and Southeast Asia for the event "ReConnect China Dialog??Bridging Gaps, Charting Futures with Europe" from Oct. 24-26. As the positive feeling still lingers on, the joined-up approach towards tackling the EU's complex relationship with China is still palpable and the excellent dialogues between academics (with a special shout-out to our young researchers from across Europe, who followed a dedicated call for papers and joined us on the young researchers panel), policy makers and FIMI-intelligence practitioners are reverberating for everyone, these persons here deserve a mention: ??Elo Süld, Anastasia Sinitsyna and Evelyn Pihla from Asia Centre at Tartu ülikool (University of Tartu) for being immaculate hosts! ??Gábor Szüdi and all other supporters from ZSI-Centre for Social Innovation for jointly preparing a big data report on EU-China STI cooperation in digital technologies, two related policy briefs and one more analysis on the state of research security in Austria, which were all put on stage for discussion here in Tartu (and, to re-phrase the words of the European Commission representative, "generated a lot of echo within the Commission") ??Outi Luova, Imar Koutchoukali, Mikael M. and John Seaman for making our two panels with ZSI a truly pleasant experience ??Roosa Lehto and Outi Luova again for taking another podcast with us ??Bart Dessein, Huanyu Zhao and Saskia Vanden Broeck - in the name of the full consortium - for coordinating our joint mission towards the end of 2026. ??And all other ReConnect partners with whom I had such nice conversations and stimulating time together Here is more on our conference, follow also from there to the ReConnect website: https://sisu.ut.ee/eckf/

The exchange of knowledge and ideas was invaluable, reinforcing the importance of our collaborative efforts in understanding and adapting to global shifts. ?? What are the EU's tech and digital dependencies on China, and how do they relate to national security? We discussed this in Tartu, Estonia during the annual 2024 Conference of ReConnect China - Horizon Europe Research Consortium (Oct. 24-26). I presented my report 'Port politics: strategic autonomy and European ports', including tech dependencies on China related to Nuctech scanning equipment, ZPMC cranes, and port community system LOGINK. ? In short: we need more European cooperation concerning foreign involvement in European seaports and logistics. My fellow panelists Francesca Maremonti, PhD and Henry R?igas shared their insights on electric vehicles and cybersecurity, moderated by the great John Seaman. Thanks to them and the audience for the lively discussion! It was an even greater pleasure to attend the other panels of the 2024 ReConnect China Conference and meet so many interesting experts, and to visit Tartu for the first time. ?? ? Excited to share my latest Policy Brief for ReConnect China - Horizon Europe Research Consortium : “China’s Quest for a #Quantum Leap” ? https://lnkd.in/eP8Q2yks Wherein I explore: ? China’s quantum doctrine: very centralized and controlled by the CCP, dual-use ? Quantum innovation ecosystem and its nerve center in Hefei, Anhui Province ? Quantum communication: a field where China is the most advanced worldwide, planning to build a “Space-ground integrated quantum secure communication network”. After the Mozi quantum satellite, it launched the Jinan-1, the first satellite of its future quantum constellation.* ? China is racing in the field of quantum computing (superconducting and photonic), although the global competition is fierce. China is well positioned in the development of quantum technologies, but challenges remain high: ? S&T is too centralized and tightly controlled, preventing a vibrant startup ecosystem from emerging. ? Private investments in quantum are scarce. ? China is increasingly isolated, with less and less cooperation with Western countries and increasing export control measures on quantum technologies in the US and Europe. ??
