For years, 827 East Chase Street was more than just a vacant rowhouse—it was abandoned, with a collapsed roof and crumbling walls. Like many homes in Johnston Square and across Baltimore, its deterioration impacted the entire block. Blighted homes don’t exist in isolation. Nearby residents face leaks, infestations, health hazards, and declining property values, often losing generational wealth through no fault of their own. Over time, this creates a cycle of abandonment that undermines the health of entire neighborhoods. Fast forward to today: after months of work, 827 East Chase Street is completely restored—one of three homes we’ve revitalized on this block and one of 35 across East Baltimore since Fall 2023. Soon, it will become a new homeowner's foundation for opportunity, while the block's 15 other residents benefit from increased safety, stability, and value. ReBUILD Metro is a community change organization that revitalizes historically redlined neighborhoods of East Baltimore without displacing their legacy residents. Since launching in 2006, we have grown from a community-driven concept for solving the Oliver neighborhood’s abandonment crisis into Baltimore’s largest nonprofit developer and manager of scattered-site housing for low-to-moderate-income families. Since 2008, we have rebuilt over 200 abandoned properties into new homeownership and rental housing opportunities and have created a total of over 420 mixed-income housing units in East Baltimore, along with several new storefronts and community greenspaces. As a result of our reinvestments, two formerly distressed East Baltimore neighborhoods have together experienced an 85% reduction in vacancy, a 30% rise in population, a 60% increase in homeownership, and a 50% reduction in homicides without experiencing any displacement.

Martia's visits to her grandparents' home in Johnston Square provided stability during her youth, and it was where she learned the importance of homeownership and community. By age 21, she had become the owner of the home. ReBUILD Metro is expanding the Johnston Square Legacy Homeowner Repair Program after a successful first phase! In partnership with Rebuild Together Baltimore and Rebuild Johnston Square Neighborhood Com, we’ll provide free home repairs to more legacy homeowners, improving safety, living conditions, and home equity. Since last year, the program has invested $2.4 million in repairs for 33 homeowners, addressing critical needs like roofing and electrical systems. On September 26, we proudly celebrated the completion of our Teachers Square project with Rebuild Johnston Square Neighborhood Organization, Senator Cory McCray, and a number of our other partners and supporters. This transformative redevelopment turned 15 of East Baltimore’s most prominent abandoned properties into affordable, communal housing for Baltimore educators and community change makers.
