As the world faces rising populations, mass migration, climate change, social injustices, and economic challenges, communities can’t afford to wait until after the next crisis to plan for the future. Through regional competitions, local engagements, research and policy, Rebuild by Design is reimagining the way communities find solutions for today’s large-scale, complex problems by creating collaborations across communities and governments. Rebuild convenes global expertise, with regional leadership, and community stakeholders to gain a better understanding of how overlapping environmental and human-made vulnerabilities leave communities at risk. Rebuild’s core belief is that through collaboration our communities can grow stronger and better prepared to stand up to whatever challenges tomorrow brings.

California had 34 federal climate disaster declarations from 2011 to 2023 — the most of any state — ranging from wildfires to mudslides to a tropical storm. The subsequent FEMA payouts across the state amounted to over $5.3 billion, and the state received almost $1.7 billion in HUD Community Development Block Grants. Today, Rebuild by Design launched the Atlas of Accountability, a brand new mapping tool that takes a county-by-county look at which communities have been impacted by designated extreme weather disasters. We found that: - 100% of states and 91% of congressional districts have had at least 1 federal disaster declaration. - of the districts with 10+ disasters, two-thirds are represented by Republicans and one-third by Democrats. Just as extreme weather shows no partisanship, neither did post-disaster aid: - Over $100B in federal funds were awarded to districts all across the country - The states that received the most funds per capita were both blue and red: LA, NY, NJ, ND, and VT As the #ClimateCrisis continues to pose threats to our country’s most vulnerable, we hope Atlas of Accountability is used by communities and lawmakers to develop #Bipartisan policy and to build resilient infrastructure that lasts for years to come.
