Founded in 1987, RAND Engineering & Architecture, DPC is a New York City firm that evaluates building systems and designs, specifies, and administers programs for repair, upgrade, restoration, adaptive reuse, and new construction for residential, commercial, retail, and institutional properties. Our broad range of expertise includes exterior repair and roof replacement; window and door replacement; Facade Inspection Safety Program (FISP, formerly known as LL 11/98); parapet inspections and repair; leakage evaluations; mechanical, electrical, plumbing and fire sprinkler systems; structural engineering; parking garage inspections (Periodic Inspection of Parking Structures per Local Law 126) and repair; interior renovations; retail and commercial build-outs; ADA-compliance; building condition surveys and reserve studies; energy services (benchmarking, energy audits, retro-commissioning, and LL 97 carbon emissions reduction compliance); historic restoration; and Special Inspections. We also have our own Code & Zoning Compliance team of expeditors, a 3D Laser Scanning team, Drone survey team, and a team of Certified Industrial Rope Access Technicians.

Nowruz marks the first day of spring and has been celebrated for over 3,000 years. It’s a time for renewal, harmony with nature, and the coming together of families and communities. The 13-day festival is filled with joy, shared values, and meaningful traditions – including the Haft-Seen table, which features seven symbolic items: - Seeb (apple) for beauty - Seer (garlic) for health - Serkeh (vinegar) for patience - Sonbol (hyacinth) for spring - Samanu (sweet pudding) for fertility - Sabzeh (sprouts) for rebirth - Sekeh (coins) for prosperity RAND is proud to embrace diverse traditions like Nowruz and to celebrate the unique perspectives our team members, like Goli, bring to the table.   • We had a great time joining Volunteer New York! virtually to help assemble Wings literacy kits for children in Head Start programs. From stuffing little dragon friends to building hands-on literacy lap books, it was a meaningful (and adorable!) way to support early learning. Thank you to VNY! for the opportunity to contribute to such an impactful initiative. #RANDGivedBack

    RAND Engineering & Architecture, DPC employees joined VNY! virtually to create Wings literacy kits. Volunteers stuffed fearless dragons to help children retell the story, as well as assembled literacy “lap books” containing interactive activities that address comprehension, story elements, sequencing, writing, comparing, and describing. All materials, along with a copy of the book, will be placed in a string backpack for children in Head Start programs.

  • Local Law 97’s deadline extension gives building owners more time, but filing late or submitting inaccurate data can still lead to penalties. The new grace period allows reports to be submitted by June 30, 2025, without penalties, and owners who apply for an extension by this date may have until August 29, 2025, to file. Don't wait — qualified professionals will become limited as deadlines approach. Working with a Registered Design Professional (RDP) or Retro-Commissioning Agent is required to certify and submit your report, verify emissions and energy data for accuracy, and confirm that your building’s Gross Floor Area (GFA) calculations are accurate.   • Local Law 97 Update: Grace Period & Extensions Announced! Per a recent NYC DOB Service Notice, building owners now have extra time to submit LL97 compliance reports: ? A 60-day grace period extends the filing deadline from May 1 to June 30, 2025, with no penalties. ? Owners must apply for an extension by June 30, 2025 in the online reporting portal. If approved, the deadline is extended to August 29, 2025. ? Extensions require confirmation that a registered design professional (RDP) has been hired to complete the report.
